A RESOLUTION ACCEPTING THE BIDS OF ALLIED
UNIVERSAL CORPORATION AT A PROPOSED COST OF
S21,215.00, BISCAYNE CHEMICAL LABS, INC. AT
A PROPOSED COST OF $631.25, AND REX CHEMICALS
CORPORATION AT A PROPOSED COST OF $8,700.00
FOR FURNISHING SWIMMING POOL CHEMICALS ON A
CONTRACT BASIS FOR ONE YEAR TO THE DEPARTMENT
OF RECREATION AT A TOTAL PROPOSED COST OF
$30,546.25; ALLOCATING FUNDS THEREFOR FROM
THE OPERATING BUDGET OF THAT DEPARTMENT;
AUTHORIZING THE CITY MANAGER TO INSTRUCT
THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS
FOR THESE MATERIALS, SUBJECT TO THE AVAIL-
ABILITY OF FUNDS.
WHEREAS, pursuant to public notice, sealed bids were
received May 9, 1983 for the furnishing of Swimming Pool Chemi-
cals on a Contract Basis for One Year to the Department of
Recreation; and
WHEREAS, invitations were mailed to 17 potential
suppliers and 9 bids were received; and
WHEREAS, funds for this purchase are available in the
Operating Budget of that Department; and
WHEREAS, these materials will be used by the Department
of Recreation for the purpose of maintaining health standards at
ten (10) City swimming pools; and
WHEREAS, the City Manager and the Director of the
Department of Recreation recommend that the bids received from
Allied Universal Corporation, Biscayne Chemical Labs, Inc., and
Rex Chemicals Corporation be accepted as. -the lowest responsible
and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISISON OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The May 9, 1983 bids of Allied Universal
Corporation at a proposed cost of $21,215.00, Biscayne Chemical
Labs, Inc. at a proposed cost of $631.00, and Rex Chemicals
Corporation at a proposed cost of $8,700.00 for furnishing
Swimming Pool Chemicals on a Contract Basis for One Year to the

REMARKS.

Department of Recreation at a total proposed cost of $30,546.25
are hereby accepted with funds therefor hereby allocated from
the Operating Budget of that Department.
Section 2. That the City Manager is hereby author-
ized to instruct the Purchasing Agent to issue Purchase Orders
for these materials, subject to the availability of funds.

$437.00. Cannot take all at once. 2) 2nd lowest
bid of $18.00 from Chemicals, Inc. would only be
$23.75 cheaper and would be offset by City adminis-
tration cost in dealing via Clearwater, Florida.

BID EVALUATION:
The following low bids are not recommended for the reasons
stated:
Item 2 - Light Soda Ash: The low bid of Merrick International, Inc.
is not recommended as the bidder's 60 day delivery require-
ment would not meet the department's needs. The next lowest
bid, at a unit price of $14.50, was submitted by both
Chemicals, Inc. of Clearwater and Rex Chemical of Miami. The
award to Rex is recommended due to local vendors preference.
Item 3 - HTH and Item 4-Muriatic Acid: The low bids on both items
are tied between Allied Universal Corp. and Clarke Chemicals
Corp. As multiple awards complicate delivery and increase
administrative costs, it is recommended that the award of
these items be made to Allied, who is the low and/or rec-
ommended bidder on several other items.
Item 5 - Diatomaceous Earth: The low bid of Caribbean Building
Supply, Inc. is not recommended as the low cost and low
quantity requirement for this item does not warrant meeting
the bidder's high ($500.00) minimum order requirement. The
next lowest bid is tied between Allied Universal and Chemicals,
Inc., award preference given to Allied, the local bidder.
Item 7 - Calcium Chloride: The low bid of Caribbean Building Supply,
Inc., is not recommended as the total cost of quantity required
is below the bidder's minimum order requirement. The second
lowest bidder is Chemicals, Inc., but the total savings
($23.75) afforded over the next lowest and recommended award,
does not justify the added administration costs in dealing with
a non -local supplier. Allied Universal is the recommended
local bidder.
Item 8 - Cyanuric Acid Power: The low bid Merrick International is
not acceptable to the department due to the bidder's lengthy
(60 days) delivery time, and apparent error in their bid price
($15.00 per 100 lb. unit as compared to the next lowest bid
of $120.00).
Rex Chemicals Corporation, recommended for a total proposed
award of $8,700.00, is certified with the City as a Hispanic
Business in accordance with the Minority Vendor Procurement
Program.

It is recommended that the below listed
bids for swimming pool chemicals be
accepted thereby establishing unit prices
for purchase during the next calendar
year by the Recreation Department for
use at ten (10) City pools with funding
as appropriated from the general fund
operating budget and further, autho-
rizing the City Manager to instruct the
Purchasing Agent to issue the necessary
purchase orders.
Pursuant to solicitations for bids for eight (B) swimming pool
chemicals, as specified, nine (9) bids (by items) and one
no -bid were received. These bids, upon formal acceptance, will
establish unit prices for purchasing during the next calendar
year for use at the ten (10) City pools.
It is recommended that said bids be awarded as follows: (See attached
fact sheet).
Allied Universal: Chlorine Gas, Chlorine Calcium, Hypochlorite,
Muriatic Acid, Diatomaceous Earth, Calcium
Chloride and Cyanuric Acid Powder.
