A RESOLUTION ACCEPTING THE BIDS OF EMERGENCY
MEDICAL AND SAFETY SUPPLY, INC. FOR 12 PORTABLE
RESUSCITATORS AT A COST OF $4,377.00, SOUTHERN
AMBULANCE BUILDERS, INC. FOR 15 OXYGEN CYLINDERS
AT A COST OF $930.00; AND A.M.F.A.K., INC. FOR
5 ASPIRATORS AT A COST OF $325.65 TO THE DEPART-
MENT OF FIRE, RESCUE AND INSPECTION SERVICES AT
A TOTAL COST OF $5,627.35; ALLOCATING FUNDS
THEREFOR FROM THE 1982-83 TELEPHONE FRANCHISE
FEES; AUTHORIZING THE CITY MANAGER TO INSTRUCT
THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS
FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received February 22, 1983 for the furnishing of Emergency
Breathing Resuscitators, Oxygen Cylinders and Aspirators to
the Department of Fire, Rescue and Inspection Services; and
WHEREAS, invitations were mailed to 26 potential
suppliers and 9 bids were received; and
WHEREAS, funds for this purchase are available in the
1982-83 Telephone Franchise Fees; and
WHEREAS, this equipment will be used by the Department
of Fire, Rescue and Inspection Services for the purpose of sup-
plying emergency breathing equipment for Fire Pumpers; and
WHEREAS, the City Manager and the Director of the
Department of Fire, Rescue and Inspection Services recommend
that the bids received from Emergency Medical and Safety Supply,
Inc., Southern Ambulance Builders, Inc. and A.M.F.A.K., Inc.
be accepted as the lowest responsible and responsive bids;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The February 22, 1983 bids of Emergency
Medical and Safety Supply, Inc. for 12 Portable Resuscitators
at a cost of $4,337.00, Southern Ambulance Builders, Inc. for
15 Oxygen Cylinders at a cost of $930.00, and A.M.F.A.K., Inc.
for 5 fspirators at a cost of $320.65 to the Department of
Fire, Rescue and Inspections Services at a total cost of

cated from the 1982-83 Telephone Franchise Fees.
Section 2. That the City Manager is hereby author-
ized to instruct the Purchasing Agent to issue Purchase Orders
for this equipment.

The following low bids were determined

unacceptable by the Department:
Item 1 -
Portable CPR Resuscitators: The low bids
of Safety Equipment Company, Halprin Supply
Company and Magen Corporation all failed to
meet the specification requiring a wooden
reinforced case. The next lowest bidder
for this item, Emergency Medical and Safety
Supply, Inc., meets all specifications and
is recommended.
Item 2 -
Oxygen Cylinders: The lowest bid, received
from Emergency Medical and Safety Supply,
Inc., offers a reconditioned, rather than
new, cylinder and is unacceptable to the
Department. The next lowest bid is tied
between Halpring Supply Co. and Southern
Ambulance Builders, Inc., the latter being
recommended due to its previous satisfactory
performance and closer proximity to Miami.
Item 3 -
Aspirators: A.M.F.A.K., Inc. submitted the
the low bid, meets all specifications and
is recommended. Following is an analysis of
the invitation to bid:

tion line".

RECOMMENDATION: IT IS RECOMDIENDED THAT THE AWARD BE MADE
TO EMERGENCY MEDICAL AND SAFETY SUPPLY,
INC. IN THE AMOUNT OF $4,377.00, SOUTHERN
AMBULANCE BUILDERS, INC. IN THE AMOUNT OF
$930.00, AND A.M.F.A.K., INC. IN THE
AMOUNT OF $320.65 FOR A TOTAL AMOUNT OF
$5,627.00.

It is recommended that the award of bid and a resolution be
passed accepting the most advantageous bids as received from
Emergency Medical and Safety for Item #1, the CPR Portable
Resuscitator, as a one-time purchase for a total estimated
cost of $4,377.00; from Southern Ambulance Builders for Item
#2, Oxygen Cylinders, for a total estimated cost of $930.00:
and from AMFAK for Item #3, the Aspirator, as a one-time
purchase for a total estimated cost of $320.65, for a total
cost of $5,627.65.
Although Halprin Supply Co. has bid the same as Southern Ambulance Builders
for Item #2, we have no history on Halprin as a vendor whereas Southern Ambu-
lance has provided very satisfactory service to us in the past.
This Emergency Breathing Apparatus (Positive Pressure Breathing Device) is a
newly developed compact system for administering oxygen to victims. It is
presently carried on all Rescue Units and this purchase will provide this
device to all pumper companies as well. This is extremely important inas-
much as pumper companies are first responders on all basic life support
situations.
