WHEREAS, the City of Miami Department of Fire, Rescue
and InspecFion Services is desirous of increasing the number
of controlled signalized intersections within the City Limits
to expedite fire-rescUe emergency response and to maintain
the objective of a Four -minute response time to emergency
situations; and
WHEREAS, an Interdepartmental Emergency Traffic Liqht
Control Committee of the City of Miami has been working with
the Dade County Public Works Department, Traffic Signals and
Signs Division, in the development of a proposal to install
an Emergency Vehicle Pre-Emption System as part of the
Metro -Dade Traffic Control System; anti
WHEREAS, the City, on April 21, 1983, requested the
County to initiate action for the development and
installation of an Emergency Vehicle Pre-Emption System as
part of the Metro -Dade Traffic Control System which will
enable emergency vehicle pre-emption of predesignated traffic
signals including, but not limited to, the addition of system
hardware at the Metro -Dade Traffic Control Center and and
City of Miami Fire Department. Headquarters, modification of
existing traffic control software, development of the fire
control operators interface software, establishment of a
telephone line communications link, and intergration and
testing of the system, the estimated cost of which is
$300, 000; and

This Agreement, ,ade and entered into this ,ar of
1983, by and between �%T IIROPOLITAN DADE COUN , t:ereirafter called the "County,"
and the CITY OF :IL%.!I , hereinafter called the "Cit•;• . "
tgffiREAS, the City on April 21, 1983, has recuested the County to initiate
action for the development and installation of an Emergency Vehicle Pre-Emption
System as part of the :Metro -Dade Traffic Control System which will enable
emergency vehicle pre-emption of predesignated traffic signals,including but
not limited to, the addition of system hardware at the Metro -Dade Traffic
Control Center and City of Miami Fire Department Headquarters, modification of
existing traffic control software, development of the fire control operators
interface software, establishment of a telephone line communications link, and
integration and testing of the system, the estimated cost of which is $300,000.
NOW, THEREFORE, in consideration of the mutual covenant contained herein,
the parties agree as follows:
1. The County has prepared a Request For Proposal (APPENDIX A) for t)
work involved and agrees to advertise for bids for all engineering services,
labor, equipment and material required for the prosecution and fulfillment of
the emergency vehicle pre-emption service described above.
2. The County further agrees to furnish engineering supervision duri:
the planning and construction phase of the work and to render final inspectio;
of the completed project.
3. The City agrees that it will, upon execution of this Agreement,
furnish to the County as a deposit, the amount of $300,000 in order that the
County may utilize the deposit toward the payment of the above described proj,
4. It is understood and agreed by the parties hereto that, in the ev
that final billing pursuant to the terms of paragraph five is less than said
deposit, a refund of any excess over and above said final billing shall be ma
by the County to the City within thirty (30) days after final payment to the
contractors by the County; and that, in the event the final billing is greate

than said deposit, said final billing will be paid by the City to the Count,';
the total amount to be ^aid 'c% the Cit,: not to exceed S323,000.
3. Upon completion of the ::ork, the County shall at the earliest date
tiracticable furnish the City two copies of the final and cc-imlete billing oL
all cost incurred in ccnnection with u e work perf'crnmed hereunder, such state-
ment to follow as clesel,, as possible the order cf the items contained in the
job estimate. The final billing shall snow --he descri-ption and site of the
project; the date on which the work was first performed, the date on .,hich the
earliest item of billed expenses was incurred; the date on which the last work
was performed or the last item of billed expenses was incurred; and the loca-
tion where the records and accounts billed can be audited. Adequate reference
shall be made in the billing to the County's records, accounts, or other
relevant documents. All cost records and accounts shall be subject to audit
by a representative of the City. Upon receipt of such invoices, the City
agrees to reimburse the County in an amount not to exceed S325,000 total
payment under this Agreement.
6. All services and work under the project contract shall be performed
to the satisfaction of the County's Public Works Department Chief Engineer,
and he shall decide all questions, difficulties and disputes of whatever
nature, which may arise under or by reason of such contract for the project.
The prosecution and fulfillment of the services thereunder, and the character,
quality amount and value thereof; and his position upon all claims, questions
and disputes thereunder shall be final and conclusive upon the parties hereto.
7. The City shall not modify any equipment provided to them without
written permission from the County and the County shall not modify any of the
related equipment without written acknowledgment from the City.
8. The County does hereby indemnify and hold harmless the City from
all liability, claims and judgments (including attorneys' fees) arising out
of work undertaken by County pursuant to the Agreement, or to the negligent
acts or omissions of County, their contractors, subcontractors, employees,
agents or representatives, except as otherwise covered by bonds and insurance.
It is specifically understood and agreed that this indemnification agreement
does not cover or indemnify the City for their own negligence or breach of
contract.

specific signal or group of signals along a specific route.
STEP 2) Personnel manning the control center a t the C 1 ty of ,1i ami ;ire Department
at 275 N".4 2nd Strut Will receive the request on the 2-,,;av radio. They
will then transmit a digital code �•rhich corresponds to the specified route
from either of'two CRT keyboards.
STEP ;) A single leased telephone 1 ine shall be used as the co•.:•Ilunications link
to carry the encoded digital information to the Cade County Traffic Control
Center at 7100 t,W 36 Street where it wili be decoded and "read" by the
Traffic Control Systr=m.
_ EP 4} The TCS shall cycle the apYrepriate controller(s) into the appropriate
phase(s) as quickly and safely as possi'cie, and hold thenm there until a
pre-emption cancellation request is received.
STEP 5) At the t1me of pre-Er,ption c;:ncellation, the TCS shall cycle the controller(s)
inx specified pre-emption recovery phase(s) and hold them there for specified
times (s). Using the existing transi::icn routine, the TCS shall then return
the controllers to normal operation.

3.5 Prepare the necessary software to operate in the local microprocessor units
t� enable Fire Department personnel to cress reference intersections associated with
each pre-emption request code, to transit the ccdes to the TCS, and to reci eve and
display acknewi ec'gements and reminder notices fro-m the TCS.
3.6 The contractor shall provide the following documentation to Dade County:
i) 3 copies of all relevant software documentation that will enable county
'programmers to modify pre-emption algorithms and to expand the pre-emption _
data base;
2) Reproducible wiring diagrams for all electrical components that make up thF
pre-em.ptien co—m—munication sub -system:
;} Warranty and repair documents for all hardware compcnents.
3.7 All hardware rrocurred by the contractor for this system shall carry a
warranty by the original„anufacturer for three (3) years.
3.3 The contractor shall provide a training session in systc"1 hardware, system
cperation, and sys tc-m software to apprcpria Le personnel in the Ci ty of i.liami Fire
Depart-ent and the Notre -Dade Traffic Control Center. Fifty (I ) operators manuals
shal1 be provided to the City of M1ia,ai for their use in.training their field personnel
in the proper use of the system.
3.9 The contractor sFal l conf i cure the system in a ,,.inner such that it can be eas i
exranced by ccunty perscrinel . The system should be ultimately capable of handling le.
lines co,,ing in from up:to sixteen (16) different e7ergency ac=ncies. The data base
shoild be conficured to be capable of expansicn of up to 519 Croups of intersections.

Any additional equipment required for the successful encoding and decoding
of the transmitted infor—mation shall be des icned and/or procurred by the contractor.
One spare for each of such units must be provided. Such units shall consist of only
off -the -shelf parts so as to be easily repairable and rerroducable.
C. Details - Software
The contr_:ctcr'shall provide software which will do the following:

These activities shall to ':e place as rapidly as is safely possible after th'
pre-e„ption request is made. They shall have priority over any transition or offset
correction process previously or su'bseeuently I'eaun, but not over any previously
registered pre-e,.ption request still underway.
5.4 Wthen a ,ore-emrtIcn cancellation request is received, the controllers) sha
il";ediately be cycled into the specified pre-e"ption recovery phase(s) using current
online interval durations. The controller(s) will be held in the phase using technic
specified in Section 5.3 fcr the recovery periods(s) specified in the data base. The
the controller(s) shall be returned to no Illal synchronized operation using the existi
transistion or offset correction algorithms.
5.5 In -I tiation and cancellation of ail pre-emptions shall be recorded on the T
log. The total number of such pre- e,;ptions shall h'e recorded in the sum„lary section
OF the 24 }lour Report. The number and averace duration of pre-enmpticns at each in,
section shall be recorded in the detail section of the 24 116our Report.
5.6 Any intersection which is in pre-emption or pre-enption recovery shall
flash alternatively red and green on the systE--i maps and „ill be so noted on the
aYprcprlate CRT status pages.

It is•reccsnreded that the attached
Interlocal Agreement between Metropolitan
Dade County and the City of Miami for
development and implementation of a
Traffic Light Control System, hereafter
referred to as a Fire Emergency Vehicle
Pre-Emption System, for use by the City
of Miami, be approved.
The attached Interlocal Agreement and Request For Proposal for development and
implementation of a Fire Emergency Vehicle Pre-Emption System is a result of
many months of work by City staff and the Dade County Traffic Signals and
Signs Division. This effort is based in the 1981 Firefighting, Fire Prevention
and Rescue Facilities Bond Fund and basically will enable fire apparatus and
rescue vehicles to move through a specific traffic signal or a group of signals
along specified routes by ccmmmication of a digital code signal to the Dade
County Traffic Control Center.
The installation of a Fire Emergency Vehicle Pre-E,mption System has as its
objective the maintenance of the Department's four -minute response time. It
will allow the Fire Service to have control of 512 of the 530 signalized inter-
sections within the City Limits via computer activation. The first phase of
the system as covered in the Interlocal Agreement should be installed within
twelve months and will increase the current 48 controlled intersections to
approximately 100. Thereafter, the addition of controlled intersections, up
to 512, will be provided by the Dade County Control Center upon request, on an
as need basis.
Per the Agreement, Dade County Department of Public Works will solicit proposals
from experienced and qualified contractors to design, procure, install, make
operational, and test a modification to the existing Metro -Dade Traffic Control
System (TCS) which will enable emergency vehicle preemption of predesignated
traffic signals. Contract work will include, but not be limited to, the addi-
tion of system hardware at the Metro -Dade Traffic Control Center and City of
Miami Fire Department s, modification of existing traffic control
software, development of the fire control -operators interface software,
establishment of a telephone line axtt=- cation link, and integration and
testing of the system.

Estimated cost of the above related software, hardware, training, and technical
manuals is $300,000, which will be placed on deposit with the County pending
final billing for the system. This project was identified in the 1981 Fire
Bond Program and is funded fran the City's Capital Project Fund.
