IN THE PROPOSED AMOUNT OF $1,098,079.99, TOTAL BID OF THE PROPOSAL, FOR LITTLE RIVER HIGHWAY IMPROVEMENT; WITH MONIES THEREFOR ALLOCATED FROM THE "LITTLE RIVER STREET IMPROVEMENTS" ACCOUNT IN THE AMOUNT OF $1,098,079.99 TO COVER THE CONTRACT COST; ALLOCATING FROM SAID FUND THE AMOUNT OF $142,750.01 TO COVER THE COST OF PROJECT EXPENSE; ALLOCATING FROM SAID FUND THE AMOUNT OF $21,962.00 TO COVER THE COST OF SUCH ITEMS AS ADVERTISING, TESTING LABORATORIES, AND POSTAGE; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM WHEREAS, sealed bids were received June 9, 1983 for LITTLE RIVER HIGHWAY IMPROVEMENT; and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the bid received from M. Vila and Associates, Inc. be accepted as the lowest responsible and responsive bid; WHEREAS, the Capital Improvements Appropriation Ordinance No. 9534, as amended, was adopted on December 9, 1982, and monies are available for the proposed amount of the contract, project expense, and incidentals from the account entitled "Little River Street Improvements", as set forth under Section IX, Item C.i,3, of said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The June 9, 1983 bid of M. Vila and Associates, Inc:, in the proposed amount of $1,098,079.99, for the project entitled LITTLE RIVER HIGHWAY IMPROVEMENT, for the total bid of the proposal, based on unit prices, is hereby accepted at the price stated therein. The amount of $1,098,079.99 is hereby allocated from the account entitled "Little River Street Improvements" to cover the cost of said contract. Section 3. The additional amount of $142,750.01 is hereby allocated from the ai,)resaid fund to cover the cost of project expense. Section 4. The additional amount of $21,962.00 is hereby allocated from the aforesaid fund to cover the cost of such incidental items as advertising, testing laboratories, and postage. Section 5. The City Manager is hereby authorized to enter into a contract on behalf of The City of Miami with M. Vila and Associates, Inc. for LITTLE RIVER HIGHWAY IMPROVEMENT, total bid of the proposal. Cather P4xector .of 12ublic Works DATE: June 23, 1983 me: B-4482 SUBJECT: LITTLE RIVER HIGHWAY IMPROVEMENT - Resolution Awarding Contract REFERENCES: (For Commission Meeting of July 18, 1983) ENCLOSURES: The Department of Public Works recommends adoption of the resolution accepting the bid received June 9, 1983 of M. Vila and Associates, Inc. in the amount of $1,098,079.99; and authorizing the City Manager to enter into a contract on behalf of the City of Miami for LITTLE RIVER HIGHWAY IMPROVEMENT. Bids were received June 9, 1983 for rebuilding 2.5 miles of residential streets. Construction will include asphaltic pavement, concrete curbs and/or gutters, concrete sidewalk, storm sewer facilities, and landscaping, at N. W. 73-79 Streets (Miami Avenue-N. W. 7 Avenue). As reflected in the tabulation of bids, the $1,098,079.99 bid of M. Vila and Associates, Inc. is the lowest respon- sible bid for the total bid of the proposal. Funds have been allocated under the "Little River Street Improvements" account for the estimated amount of the contract, for project expense, and for such items as advertising, testing laboratories, and postage. Thirty-nine contractors picked up plans and specifications; 11 contractors submitted bids. Briefly, the project will include the construction of approximately 2.5 miles of streets in the area bordered by Ni. W. 73 Street, N. W. 79 Street, N. Miami Avenue, and N. W. 7 Avenue. Construction will include the following: clearing and grading, construction of asphaltic pavement, concrete curbs and/or gutters, concrete sidewalk, storm sewer facilities, and landscaping. The engineer's estimate for this project is $1,235,000. The project will be divided in four different phaaes, estimated as follows: $400,000, $450,000, $230,000, and sl55,000. All bids shall be submitted in accordance with the Instructions to Bidders and Specifications. First set of plans and specifications may be obtained free from the office of the Director, Department of Public Works, 275 N. W. 2 Street (4th floor), Miami, Florida, on or after May 12, 1983. Additional sets may be obtained for a $20 deposit each. Deposits will be refunded only upon return of plans and specs, unmarked and in good condition within two (2) weeks after the award of the contract. Prospective bidders are alerted to the provisions of Ordinance No. 9530 regarding allocation of contracts to minority vendors. Those minority or target area contractors/small businesses interested in submitting bids are advised to contract Contractors Training and Development, Inc., 5800 N. W. 7 Avenue, Suite 212, telephone (305) 754-4903, if they require assistance in preparing their bid packages. Proposal includes the time of performance, and specifications contain provisions for liquidated damages for failure to complete the work on time.
