WHEREAS, pursuant to puhlic notice, sealed bids were received May 17, 1983 for the furnishing of one industrial floor cleaning machine to the Department of Fuilding and Vehicle Maintenance; and WHEREAS, invitations were mailed to 27 potential suppliers and 8 hids were received; and WHEREAS, funds for this purchase are available in the 1982-83 Operating Budget of the Office of Auditoriums; and WHEREAS, this equipment will be used by the Department of Building and Vehicle Maintenance for the purpose of providing new equipment for use at Coconut Grove Exhibition Center to reduce outside maintenance costs; and WHEREAS, the City Manager and the Director of the Department. of Building and Vehicle Maintenance recommend that the bid received from Advance Machine Company be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The May 17, 1983 bid of Advance Machine Company for furnishing one Industrial Floor Cleaning Machine the Department of Building and Vehicle Maintenance at a total cost of $16,406.75 is hereby accepted with funds therefor hereby allocated from the 1982-83 Operating Budget of the Office of Auditoriums. Three of these bids failed to conform to Specifications. The bid of Advance Machine Co. is the lowest acceptable bid. This is a new and additional unit budgeted in the Department of Auditoriums 1982-83 operating budget and will project a 50% savings in outside contrac- tual floor maintenance costs in the Coconut Grove Exibition Center. A & B Hardware - A Dayton machine was ,bid which is not a ride -on model, is electric powdered while liquid propane gas power was specified, has a cleaning width of 23" where 45" was required and a cleaning capacity of only 16,000 sq. ft. per hour where 65,000 was stipulated 2. Dart Maintenance and Supply - The Hako Model 100 bid is electric powered in lieu of liquid propane gas, has only a 40" cleaning width where 45" width was specified, and failed to provide a sweeping broom as required 3. Craft Equipment Company - The Star Model #460049 bid by this firm provided a rear - mounted engine where a front mount was specified, has a brush pressure of 90 lbs. in lieu of the 200 lbs. required, has a cleaning rate of 56,000 sq. ft. per hour where 65,000 was specified and did not provide lights as stipulated. All other bids meet the specifications, and the bid of Advance Machine Company is the lowest. Following is an analysis of the invitation to bid.
