The Downtown Miami Business A,,,�ociation (DMBA) is embarking
on a multi -faceted program to rr�vivr• the ailing retail sector
in Downt.or/n Miami .
A preliminary plan directe-d at hr,th -,port and long range )trategies
has been developed based on rccomr,e•ndations derived from The Flagler
Street Pedest.rianizat ion and Retail E_nvironr'.ent Enhancement Studv
conducted between 1981 and The Recor)mf,ndat ions for
Stratcaies to Preserve and Enhance, the Economic Viabilitv of
Downtown that t-(",ulted from thr, City'-. tk ighborhond fcr�nor^.ic_
Development Analysis (NEDA) PrograF-, for- 1901 and 1992. An
outline of the Plan is enclo-,(cd.

a local market. This effort will include cminars and perI

We are also seeking ninneys from the jobs bi 1 1 and otf er source,,
to plan and implement physical ir!,provements and a manage^,er.t
strategy for Flagler Street and environs.
Our initial funding request frorn the City is for 5100,000 to
be spent as follows:
a) $75,000 in jobs bill funds to fill in the poorly maintained
planters along Flagler Street ,•rith the same tiles used on the
sidewaIks. This will not only removt an unsightly ilia intonanc
problem but will also serve to :iiden the side'.vaIks for usr- by
pedestrians and st reet vendor :.

In order to upgrade Dcn:ntcwn Mi,ini ara+d its r,•t,Jil ,u tivities, we need a
comprehensive management approach to:
(a) Supplement City services including: maintenance,
security, transportation management.
(b) Create an exciting downtown "marketplace"
Including: promotions, events. vending, cafes, etc.
(c) Initiate short and long-term design improvements.
The DOWNTOWN MIAMI MANAGEMENT "TUDY (cost $25,000-$35,000) would look into
the following Issues and problems:
(a) Supplementing Cit) service,,
(b) Establishing a Downtown Miami Special District
(c) Coordination of promotion and events
(d) Establishing a "theme" or image for Downtown
(e) Developing a vendor policy
(f) Developing a joint funding scheme
(g).. Establishing a process for zoning and design review
(h) Developing policies and programs dealing with traffic
control. parking, enforcement
(1) Study creation of a Downtown Improvement Fund
Part of the continuing process involved in the revitalizatiun of
is the implementation of the short and long-term recommendations contairicd in
the Flagler Street Study. These are broken down into three areas:
(1) Economics
. develop festival marketing theme
develop new restaurants and cafes
create focal points and special activitic%
. expand and coordinate promotion efforts
provide short term shoppers' parking
remove shutters and provide security
improve customer relations
Improve merchandising and displays
. explore temporary street closing%
on Fridays and Saturdays

The Downtown Miami Business Association has implemented or is in the proces•' of
implementing a number of short-term improvements including:

(2) ,Seminars to train employees
(3) Seminars with merchants
(4) Window decorating and merchandising
(5) Saturday free parking
(6) Program to deal with derelicts and alcohulics
(7) Program to remove shutters and extend store hours
(8) increase police protection in the evenings
Recently the Downtown Miami Business Association Buard met with Mayor Fern to
discuss Downtown Mianni From that meeting a number of priority concern, vint_ryed.
These include:
(1) Jointly fund Management Study
(2) Establish a street vendor policy
(3) Establish one agency as the coordinator for
the Downtown Miami Special District
(4) Fill in lay-bys and add street furniture
(5) Improve marketing and sales techniques
(6) Propose expanded evening police service
(7) Study supplementing other City services
The Downtown Development Authority and the Downtown Miami Business Association wi1)
be Involved In establishing the Downtown Miami Special Zoning District and will be
working on new sign ordinances. delivery schedules, funding strategies, etc.
