Each member of the Authority shall be a dUly qualiried elector of Dade County and 'n shall 'be of outstanding reputation for integrity' responsibility and commitment to serving the community. Mambers shall be selected from individuals associated with -the tourist and hospitality industries in businesses operating within the city. Before entering upon the duties of office, each voting member on the Authority shall take the prescribed oath of office. _ Members- of the Authority shall serve without compensation but shall be entitled to reimbursement for necessary expenses incurred in the discharge of - their duties. `k (c) Term of members. The voting members shall serve 4 at the pleasure of the City Commission. There shall be a Director who shall be appointed by the Authority, subject to the approval of the City Commission and who shall hold office at the will of the Authdf'ity members. The Director shall be a pe reon of, go'dd moral character and and have an aic'ellent feputdtion for integrity, responsibility, and buoineear ability) but no Authority member shall be eligible for appointment as director. The Director shall receive a ' uch salary, as shall be fixed by the Authority, subject to'budget limitations. The Director shall take am'oa-th before entering upon any duties. The Director shall act as the chief executive officer of the Authority. Subject to the, policy directives of the Authority, the Director shall have general supervision over and be responsible far, -the operation and maintenance of all Authority properties, opertiest activities, and facilities. The Director sh'611 attend all meetings of the Authority,' shall' furnish the Authority a monthly report with respect to the opera tiong maintenance and financial condition of the Authority, and shall from time to time have prepared and shall furnish such reports, audits and other i:n'fdrmati'on' re'la'ti'ng to said Authority as may be required by the Authority. In the event that the Director shall for any reason be temporarily�`inciapa­ble'' of `exercising _ I the powers and performing the- duties !an'd f'u"nct1o'ns` of his office,- the Auth-o - rity . members fmaoy appoint'an Acting Director to exercise such powers and to perform such functions and duties until such incapacity of the Director shall be terminated. Sec. 52'.6-6. Employment of assistants, 'Subject to the -policy directives of the'Authority-'and budget limitations, the Director shall employ such assistants, including engineering and professional iisist ints, and dxperts, as are necessary to provide for the efficient operation of the Authority. Authority solely liable for obligationo. See. 51.6-10. Approval of budget. `<r Commencing October 1, 1983) the Authority shall :..,,t establish a Fiscal year which coincides with that of the City of. Miami the Authority shall submit to -,the City Commission no later than the first day of April next orbceding each fiscal year an Authority budget request pertaining to operating and capital expenditures, which ri _raquest shall not be implemented until approved by the City Commission. f The Authority budget shall be prepared on official ',citybudget-forms in a format prescribed by the City Manager and shall be reviewed in a manner similar to that in which requests of other city departments, are reviewed. Nothing contained herein shall be construed to", prohibit the Authority from submitting to the = Commission a supplemental budget for approval. Sec. 5296-110 Annual report and audit. "The Authority shall submit to the City Commission an annual report and an annual audit. The audit shall be. per,formed.by an external auditor who is a certified public accountant. `Sec.'52.6-12.
