REMARKS
REQUEST FOR PROPOSALS - MIAMI POLICE DEPARTMENT
Purpose:
The City of Miami Police Department has the difficult task of
policing a multi -cultural environment. In order to assist the department
in being able to perform that task, there is a need to provide advanced
and quality training to every member within the Department. The
following specific areas for training evaluation and/or development have
been identified: Psychological -Stress Management and Human Relations
Training.
Consultant Requirements:
In order to facilitate the areas that have been identified for train-
ing review, the Department sees a need for a consulting service with
established abilities and considerable reputation within the community.
The consultant(s) will be deeply involved with assisting the Miami
Police Department in developing, facilitatinq, and implementing our
overall goal: To affect a continuous ongoing three (3) year human skill
sensitivity training, "Policing A Multi -Cultural Environment Program".
The selected consultant(s) will be prepared to review, evaluate andrecom-
mend modificiations to our existing programs: Psychological -Stress
Management training and Human Relations Training.
Interested firms, partnerships, joint ventures or individuals,
desirous of providing the consulting service herein described should sub-
mit their qualifications in writing to the Office of the Chief, 400 N.W.
2nd Avenue, Miami, Florida 33128, not later than August 21, 1983. The
selected professional/professionals will negotiate a professional
services agreement defining the precise work product to be produced.

It is recommended that the City
Commission adopt a resolution
authorizing and directing the
City Manager to advertise and
receive proposals from firms,
partnerships, joint ventures or
individuals desirous of providing
consulting services to the City
of Miami Police Department for
psychological -stress training and
human relations training.
Background:
Concurrent with the authorization to execute the contract with September
and Associates for the stress training simulator the City Commission
directed that psychological -stress training and human relations training
be provided all sworn members of the Miami Police Department.
Included with this memorandum are a Request For Proposals that will
acquire consultant(s) services to catalog the City's efforts in those
specific areas, present a proposed program that will include any
recommendations, modifications or additions to the training presently
being provided sworn police personnel, and upon City approval implement
those improvements.
Following receipt of proposals the Administration will evaluate the most
qualified firm or individuals. The recommended consultant(s) for psycho-
logical -stress training analysis and the recommended consultant(s) for
human relations training will be presented to the City Commission for
approval.
