TO INSTRUCT THE PURCHASING AGENF TO ISSUE
THE PURCHASE ORDER FOR THIS EQUIPMENT;
FURTHER PROVIDING FOR THE ADOPIION OF THE
FINDINGS AND CONCLUSIONS 5ET FORTH IN THE
PRE AMRLE OF THIS RESOLUTION BY A
TWO-THIRDS VOTE OF THE MEMBERS OF THE
COMMISSION.
WHEREAS, the Department of Computers is in need of a
COGEN Software Pacl<age for Burroughs 86800 Computer
Applications to reduce cost and time required to develop
application software for City-wide users;
WHEREAS, a software package has been developed by
Jacksonville Software Development which automatically
generates COROL code through parameter specifications; and
WHEREAS, COGEN is specifically desiqned for Burroughs
large system users; and
WHEREAS, Jacksonville Software Development has licensed
the Software Clearinq House exclusively to market the
software package; and
WHEREAS, the software package is not available from any
known source and the City Manager has made such finding of
unavailability in writing; and
WHEREAS, the City Commission, after a properly
advertised public hearinq, accepts and ratifies the City
Manager's above findinq; and
WHEREAS, the City Manager and the Director of the
Department of Computers recommend that competitive bidding be
waived and the bid of the Software Clearing House be
accepted;

hereby waived, and the purchase from Software Clearing House
at a proposed cost of $54,500 is hereby approved with funds
therefor h e r e h v allocated From the Fiscal Year 1982-83
operating hudget of said Department.
Section 3. The City Manager is hereby authorized to
instruct: the Purchasing Aqent to issue a purchase order for
this equipment.
Section 4. The requirement of City Code Section 18-52.1
for ohtaininq competitive sealed hids herein is hereby waived
by a two-thirds affirmative vote of the members of this
Commission.

The Department of Computers recommends
the adoption of the attached resolution
waiving the requirement for formal sealed _71
bids for furnishing COGEN Generation System
Software to said department; authorizing: -!;
the purchase from Software Clearing House, r,
the only licensed marketing agent, at a
total estimated cost of $54,500; authorizing
the City Manager and the Purchasing Agent to
issue the purchase order.
The Department of Computers is looking for a solution to reduce the
cost and time required to develop application software for City-wide
users.
Jacksonville Software Development has developed a software package
known as COGEN specifically for Burroughs large systems users. This
software package is distributed through Software Clearing House, the
only licensed marketing agent.
The cost of the COGEN Software package is $54,500 initial charge and
an annual charge of $6,840. The initial charge shall be paid only
upon successful generation of all the software required to install
the package. The annual license fee shall begin upon productive use
of the system. This software package includes on -site training,
on -going support and enhancements.
Application programs take a long time to develop using traditional
coding methods. Once written the application needs debugging due to
the variety of errors available to a programmer. During the time
between the system analysis/design phase and actual implementation,
user requirements frequently change, thus, causing expensive and
time consuming rewrites.
COGEN is a fourth generation computer language which allows COBOL
code (third generation language) to be generated automatically
through parameter specifications, therefore, eliminating coding
and debugging.

This system meets several specific cL)jectives. They are:

1. Allows development of applications at the lowest possible
cost by turning the computer into a flexible programming
tool.
2. Development of applications is faster because less time
is spent in writing code and debugging programs. New
applications can be up and running in a matter of days
rather than months.
3. COGEN generated programs are more reliable than handwritten
programs because the logic has already been tested by num-
erous generations, therefore, program testing is reduced.
4. Programs can be more easily changed or expanded as user
requirements change by simply modifying specifications
and regenerating the program.
Funds for this purchase are available in the departmental FY'82-83
operating budget.
