HomeMy WebLinkAboutR-83-0702J-83-665 RESOLUTION NO. 83-70 21 A RESOLUTION ALLOCATING S400,000 OF COMMUNITY DEVELOP- MENT JOGS PROGRAt•1 FUNDS PREVIOUSLY APPROPRIATED BY OP.- DINANCE NO. 9631, ADOPTED JUNE 9, 1983, TO THE FOUR (4) HEREIN NAMED NEIGHBORHOOD -BASED AGENCIES FOP. THE TIME PERIOD COMMENCING OCTOBER 1, 1983 AND ENDING SEPTEMBER 30, 1984; FURTHER AUTHORIZING THE CITY MANAGER TO ENTER INTO AGREEMENTS 10ITH SAID AGENCIES SUBSTANTIAL- LY IN ACCORDANCE WITH THE PROPOSALS SUBMITTED BY SAID AGENCIES. WHEREAS, on June 9, 1983, the City Commission adopted Resolution No. 83-468, thereby authorizing the City Manager to submit a grant application to the U.S. Department of Housing and Urban Development for the proposed Community Development Jobs Proqram during 1983-84; and WHEREAS, funds have previously been appropriated by Ordinance No. 9631, adopted June 9, 1983; and VHEREAS, the City Commission adopted Motion No. 83-467 thereby allocating $400,000 of Jobs Program funds to the Little Havana target area; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. S400,000 of Community Development Block Grant funds, pre- viously appropriated by Ordinance No. 9631, are hereby allocated as specified below: AGENCY AMOUNT Inter -American Chamber of Commerce 5100,000 Little Havana Activities Center 100,000 Small Business Opportunity Center 100,000 Senior Centers of Dade County 100,000 TOTAL ALLOCATION $400,000 Section 2. The City Manager is hereby authorized to enter into agree- ments with the above agencies for their respective projects in the amounts specified herein, subject to the said agencies fulfilling all City contracting requirements. In accordance with the goals of the Jobs Bill Program, the Commission mandated that activities undertaken with these funds result in employment opportunities and provide for physical improvement Qf the taroet area. ti C� �K We met with the four agencies that expressed interest in operating pro�eEV's wkh.r� these funds which included Jose Navarro of Senior Centers of Dade County,, IRcc. We discussed his ideas, and Mr. Navarro submitted a proposal for S305r922 wth ch included the following activities: •o 1) Construction of a 20' x 40' swimming pool at 1407 N.W. 7th Streets; 2) Employment of instructors to train volunteers to provide various services of the Agency 3) Provision of home delivered meals to elderly residents in East Little Havana The other three (3) agencies submitting proposals were the Inter -American Chamber of Commerce, Little Havana Activities Center, and the Small Business Opportunity Center. Each of these agencies proposed jobs training, employment and/or placement activities v.hich will result in a specific number of jobs being created. We recommended equal amounts of funding for the other three agencies. Funding was not recommended for Senior Centers of Dade County because the Agency's pro- posal does not meet the Jobs Bill goals and the Agency was recently awarded a CETA grant of $206,173. At the City Commission Fleeting of July 19. 1C83, the Commission requested another review of Senior Centers. Therefore, we will work with Mr. Navarro and de- velop a program which can meet the Jobs Bill criteria. With the inclusion of a Senior Centers Project, the Community Development Jobs Bill Program allocations in the Little Havana Target Area will be equally divided among four (4) agencies. It should be emphasized that each of these allocations is made on a one time basis in conjunction with the objectives of the Jobs Bill. 83-704. a �'emo to: Howard V.
