YHEREAS, Dinner Key and the adjacent public open space lands from Peacock Park to Kennedy Park are facing unprecedented demands for ex- pansion of commercial facilities, recreational activities, parkin;; spaces, marina related services, and specialty programs and activities; and IM EREAS, there are no guidelines or development standards for landscaping, signage, graphics, lighting, traffic and pedestrian circu- lation and facilities and shoreline treatment within the Dinner Kev area; and WHEREAS, Resolution 83-109; February 10, 1983, authorized and prescribed guidelines for the City Manager's solicitation of requests for qualifications (letters of interest) and subsequent requests for proposals for a Dinner Key/Bayfront Area Master Plan; and WHEREAS, the Consultant Selection Committee solicited expressions of interest from qualified consultants, evaluated the qualifications of those firms who responded to its inquiry and then selected the firms most qualified to provide professional landscape architectural, planning and traffic engineering services for the Open Space and Develop- ment Master Plan for Dinner Key, all in accordance with the State of Florida's Consultant Comnetitive Negotiations Act, enacted by City of Miami Ordinance No. 8965, July 23, 1979; NOW, THEREFORE, BE IT RESOLVED BY THE COPT-IISSION OF THE CITY OF PIIAMI, FLORIDA: Section 1. The City Commission heretv., authorizes the Clty Manager to negotiate and enter. into �a professional services contract: on behalf of the City of Miami ,:ith the firm ranked first in order in Section 1 hereinabove. rn the event that the City 'Manager cannot negotiate an agreement which, in his opinion, is fair, competitive and reasonable with the firm ranked first in order, then he i.s herebv authorized to terminate such negotiation and to proceed to negotiate with the second most qualified firm. In tl,e event that he Bails to negotiate a satis- factory -agreement with the second firm, then he is authorized to undertake negotiations with the third most qualified firm. Section 3. The City Manager is directed to present the City Commission with the negotiated agreement at the earliest scheduled meeting of the City Commission immediately following the negotiation of said agreement for ratification and approval by the Commission. Gary July 14, 1983 City Manager Consultant Selection for Dinner Key Master Plan S rgio Rodriguez, Director Manning Department The Dinner Kev Master Plan Consultant Selection Committee has recommended three firms as most qualified to provide planning services for the Dinner Open Space and Development Master Plan. The selection committee consisted of: 1. Jack Luft, Planning Department, Chairman 2. Juanita Shearer, Parks Department 3. John Jackson, Public Works 4. Santiago Jorge Ventura, Building Department 5. Mary Meyneres, Finance Department 6. Al Rodriquez, Marinas Note: The Manager's Office (Jim Reid) was requested to send a member to selection committee but no one came. The seven firms invited to make presentations on June 16, 1983 to the selection committee were: 1. Boerema, Bermello, Kurki and Vera 2. Edward Durell Stone and Associates 3. Albert Perez and Associates 4. Howard Ostrout and Associates 5. Post, Buckley, Schuh and Jernigan 6. Sasaki and Associates 7. Perez Associates - Prime, Landscape Architect Edna Mingo - Urban Planner Wilbur Smith Associates - Transportation Planning Chesapeake Group, Inc. - Economic Analvsis Kimberly Parker - Land Development Attorney Bugdal Group - Graphics & Signage 3) Wallace, Roberts and Todd - Prime, Planners Delon Hampton & Associates - Traffic, Parking Economics Research Associates - Market Analysis Page 2 of 4 83-68E Considerations of the selection committee in arriving at the recommended rank order were: 1) The first ranked team demonstrated a thorough knowledge of Dinner Key, the issues, the needs and presented a superior studv design/citizen involve- ment methodology. The firm of Stresau Landscape Architects had major experience and award winning record in waterfront, mixed use open space planning and design standards development. The team was well balanced and the economic consultants in particular had extensive experience in public waterfront specialty center lease management strategy. 2) The second ranked team possessed the most diverse and technically complete team composition and was impressive in terms of desire, commitment and familiarity with the project. A strong presentation was made emphasising considerable experience with similar projects. A drawback was the small size of the office of the prime consultant and the loss of a major team member (Hellmuth, Obata and Kessabaum - Planners) moments before the presentation due to team disagreement on project approach. 3) Wallace, Roberts and Todd, third ranked, gave the most proficient presentation of the day with strong emphasis on team coordination, urban waterfront development experience and extensive parking and traffic planning experience. A drawback was the inability of the strongest, most able team member (Bill Roberts from Philadelphia) to give more than one or two days a month to the project. Concerning minority participation, all teams were advised, with emphasis, of the City's Minority Procurement Program, Ordinances #9434 and #9341. All teams making presentations June 16, complied with the 20% goal of minority participation. Specifically the three consultant teams recommended included the following minority participation: 1) Boerema, Bermello, Kurki and Vera - tinority owned (Latin) and minority project direction (Latin) Ronald Frazier & Associates - Minority_ owned (Black) and minority project planner (Black) Metric Engineering - Minority owned (Latin) and minority project engineer (Latin) Hammer Siler & George - Minority project economist (Black) Stresau, Smith, Stresau - no minority participation. Approval of Landscape Architec- tural, Planning and Traffic Engineering Firms and Authoriza- tion to Negotiate a Contractual Agreement = Agenda Item for City Commission Meeting of July 28, 1983 "It is recommended that the Landscape Architectural, Planning and Traffic Engineerin& firms found most qualified for the provision of professional services related to the Dinner Kev Open Space and Development Master Plan be ap roved in rank order, and the City Manager and/or his representative be authorized to enter into negotiations with said firms in t eir respective ranked order." On Thursday, June 16, 1983, an approved Consultant Selection Committee met to select a firm to work on the Dinner Key Open Space and Develop- ment Master Plan as authorized by Commission Resolution 83-109, February 10, 1983. The seven firms interviewed included: 1. Boerema, Bermello, Kurki and Vera 2. Howard Ostrout and Associates 3. Albert Perez and Associates 4. Post, Buckley, Schuh and Jernigan 5. Sasaki and Associates 6. Edward Durell Stone and Associates 7. Wallace, Roberts and Todd The three firms recommended in order of preference for contract negotiations are: 1. Boerema, Bermello, Kurki and Vera 2. Albert Perez and Associates 3. Wallace, Roberts and Todd The master plan effort will include emphasis on the following objectives: -- Space use and site design standards for existing and projected uses in Dinner Key. -- Definition of public open space/recreation areas vis-a-vis private leaseholds. The Landscape Architectural, Planning and Traffic Engineering firms most qualified to provide professional services in the above regard, are in ranked order: 1. Boerema, Bermello, Kurki and Vera 2. Albert R. Perez and Associates 3. Wallace, Roberts and Todd With the City Commission's approval of these names and authorization, the City Manager and/or his representative, could enter into negotia- tions with said firms in order of their rank.
