additionally informs the residents of Miami of the manner in
which their tax dollars are beinq utilized to provide s3 high
level of efficient, timely, and effective community services;
and
WHEREAS, on August 23, 1983, the City Manager aut.horized
emergency printing of "MIAMI-ITS GOVERNMENT-1983" in order to
meet the deadline for the timely release of this report. to
the public_; and
WHEREAS, the City Manage r has made a written finding
that. a valid emergency existed for such prifit int);
NOW, THEREFORE, BE IT RFSOLVEU BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

"It is recommended that the City
Commission ratify, approve and
confirm the action of the City
Manacer in authorizing emergency
approval for the printing of
5,000 copies of "Miami -Its Govern-
ment-1983" in the amount of 59,000."
Due to unexpected delays in the gathering of the necessary data
and visual material needed for this four-color publication,
which caused delays in the preparation of this publication, we
had to request emergency approval from the City Manager to print
"Miami -Its Government-1983" in order to meet the deadline for
release to the communit;r.
This publication is scheduled to be released during the State -of -
the -City address by Mayor Maurice A. Ferre scheduled for Septem-
ber 15, 1983 at the Hyatt Regency Miami. The report will be
distributed to the several hundred people attending this traditional
event, as well as to taxpayers, private industry leaders, the news
media, and other interested parties. Basically, Miami -Its Govern-
ment" informs the residents of Miami on the manner in which tax
dollars are being utilized to provide a high level of efficient,
timely and effective community services.
It is therefore recommended that the City Commission adopt the
attached resolution which ratifies, approves and confirms the
action of the City Manager in authorizing emergency approval
for the printing of 5,000 copies of "Miami -Its Government-1983".
Due to the above reasons, I hereby find that a valid emergency need
exists for the herein printing.
