RESOLUTION NO. c4 3-81t.
A RESOLUTION DESIGNATING PLANNING AND
DESIGN SERVICES FOR THE CONSTRUCTION
OF A FACILITY TO SERVE MEALS IN CURTIS
PARK AS A CATEGORY B PROJECT, AND
APPOINTING CA','Ei-y TX-F , A*3:.;''. DIRECTOR
OF THE DEPARTMENT OF COMMUNITY DEVEL-
OPMENT AS CHAIRPERSON OF THE COMPET-
ITIVE SELECTION COMMITTEE, IN ACCORD-
ANCE WITH ORDINANCE NO. 8965, ADOPTED
JULY 23, 1979, WHICH ORDINANCE ESTAB-
LISHED PROCEDURES FOR CONTRACTING SAID
PROFESSIONAL SERVICES AND ALSO ESTAB-
LISHED COMPETITIVE NEGOTIATION RE-
QUIREMENTS WITH REGARD TO THE FURNISH-
ING OF SUCH SERVICE.
WHEREAS, the City Commission, by resolution no. 83-468 on
June 9, 1983, approved the Jobs Bill Program which allocated
#300,000 to construct a public facility in the Allapattah area
to be used to serve meals to the area's elderly; and
WHEREAS, the City Commission, by emergency ordinance no.
9631 on June 9, 1983, appropriated these funds to be used for
said facility; and
WHEREAS, the City Commission recommended Curtis Park for
the location of said facility; and
WHEREAS, the City will be seeking the professional services
of a qualified and an experienced Landscape Architectural con-
sultant to provide complete professional design and construction
administration services for this project; and
WHEREAS, the City Manager recommends that the construction
of a facility to serve meals in Curtis Park be designated a
Category B project in accordance with the provisions of Ordinance
No. 8965, adopted July 23, 1979; and
WHEREAS, the City Manager recommends that CATHY LEFF, AGST.
Director of the Department of Community Development, be appointed
as the Chairperson of the Competitive Selection Committee in
accordance with the provisions of the said ordinance;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The Planning and design services for the construc-
tion of a facility to serve meals in Curtis Park is hereby desig-
nated as a Category B project in accordance with the provisions
of Ordinance No. 8965, adopted July 23, 1979, which ordinance
established procedures for contracting for certain professional

services and also established competitive negotiation require-
ments with regard to the furnishing of such services.
Section 2. the City Commission hereby appoints "aLl►v Leff,
Ast;istaaL Director of the Department of Community Development,
as Chairperson of the Competitive Selection Committee in
accordance with the provisions of Ordinance No. 8965.

as a Category "B" project, and that Cathy
Leff, Assistant Director of the Department
of Community Development, be appointed as
Chairperson of the competitive selection
committee."
on June 9, 1983, the City Commission by resolution No. 83-468
approved the Jobs Bill Program which allocated $300,000 for the
construction of a public facility in the Allapattah area to be
used to serve meals to the area's elderly, and appropriated the
funds by emergency ordinance No. 9631. During a discussion of
the project, the Commission recommended that the facility be
located in Curtis Park.
The funding for this project was made available by the Emergency
Jobs Bill and carries the requirement that the project be under
construction by January 1, 1984 and be complete by September 30,
1984.
The proposed resolution will designate this a Category "B" project,
in conformance with ordinance No. 8965, with Cathy Leff acting as
the head of the Selection Committee. The Selection Committee will
be comprised of Department Directors and designees of the City
Manager's Office. However, implementation of the project in a
timely manner hinges upon Commission action during their July 28,
1983 meeting.
