Rosencrantz Aiting City Manager Manny Vvarrez Speciaistant to City Mr =�T= August 5, 1983 =- Request of Nicaraguan Community Center 'FFFR_1-_5 ENC:LCSUP_5 At the July 28, 1983 Commission meeting, the City Commission instructed the administration to meet with representatives of the Nicaraguan Community Center for the purpose of evaluating their request for $730 in the form of a grant from the City. I have met with Dr. Orlando Montenegro who is the Director of the Center and he has explained to me that the $730 represents two months rent for their office space located at 2140 West Flagler Street, Suite 206, Miami, Florida. The Nicaraguan Community Center is a non-profit corporation located in the City of Miami, who, for the last four years, has been active in providing social services to the Nicaraguan refugee colony in Miami. Due to several idiosyncrasies in the immigration laws, most of the Nicaraguans living in Miami have not been granted political refugee status, nor residency status. This, in effect, places them in a predicament where they cannot legally seek work or apply for welfare benefits, such as food stamps, Medicare, Medicaid, etc. Many of the social agencies active in the County also cannot accept these Nicaraguan refugees as clients due to their lack of an official status. The Center has been somewhat successful in filling the gaps left open in the system and they, in fact, have helped many Nicaraguans in matters dealing with immigration status, job placement, agency referrals and legal services. In view of the benefits that they are providing to this community, a one-time grant of $730 will be more than justified. I have polled the City Commissioners on the question of whether they would be in favor of granting $730 to the Nicaraguan Community Center as a one-time only grant and Mayor Ferre, Commissioner Carollo and Commissioner Perez voted yes. Commissioner Dawkins was out of town and we have not*been able to reach Commissioner Plummer because of some urgent matters to which he is attending. An examination of the July 28th meeting tapes clearly reveals that the City Manager is authorized to act on an emergency basis to grant the Center the $730.
