Gary City Manager ert �i! �a f D�r FROM � Department of Recreation M1_ LATE August 26, 1983 FILE SUBJECT Confirming Resolution for Motion 83-557 - S30,000 Guarantee to the Bayside Kiwanis Club REFERENCES ENCLOSURES: it is recommended that Motion 83-557, authorizing the City Manager to enter into an agreement with the Bayside Kiwanis Club for acceptance of a financial guarantee in the amount of $30,000, against any deficit re- sulting from the hosting of the pro- posed Holiday Basketball Tournament to be held December 21-22, 1983, at the Miami Convention Center, as per the attached resolution. The Bayside Kiwanis Club, as an Orange Bowl Committee sanctioned activity, will be hosting the Holiday Basketball Tournament scheduled for December 21- 22, 1983, at the Miami Convention Center. This event would be similar to the former "Hurricanes Classic" and a solid competitive field has been invited; Oklahoma State University, University of South Alabama, Florida Southern University, and Florida International University. In support of this event, the City Commission has authorized, via Motion 83-557, the City Manager to enter into an agreement with the Bayside Kiwanis Club for the acceptance of a financial guarantee of $30,000 against any deficit resulting from the hosting of this tournament. This agree- ment includes the Kiwanis Club guaranteeing their best efforts in raising revenues to avoid a deficit and that all net proceeds will be used to sponsor community projects within the City of Miami. It is, therefore, recommended that Motion 83-557, as specified, be ratified and confirmed via the attached resolution; to be funded from the Special Programs and Accounts Contingency Fund. I am enclosing a further explanation which was distributed at the City Commission me- eting. Please review and execute the enclosed Stand -By Guarantee Agreement at your earliest convenience. Biscayne Beuievard Suite 901 Miami, FL 33132 Dear Mr. Horrow: Please let this letter introduce an evert to be hosted by the Kiwanis Club of Miami-Bayside as an Orange Bowl Committee sanc- tioned activity. This event would be a four team college basket- ball invitational tournament to be held on Wednesday and Thursday, December 21 & 22, 1983 at the James L. Knight Convention Center in downtown Miami. In proposing an event such as this, there are four primary goals as our club views it. Not necessarily in order of priority, but all of major importance, they are: t 1. With the arrival in Miami of a major new facility such as the Knight Convention Center,'it is now possible to have a much greater variety of events in the downtown area than ever before. 2. Since the departure of basketball from the University of Miami program and with it the "Hurricane Classic", major college basketball has been missing from Miami and this would be the optimum time to add to the Orange Bowl activities a sport enjoying unprecedented national popularity. 3. With the growth of Florida International University into a four year institution and the addition of a basketball program, a spot in this four team tournament would serve to highlight progress being made at the University. As in any Ki'danis Club, our sole reason for existence is in community service and providing funds for char- itable activities where the need is greatest. An event of this kind would give us a great opportunity to raise the revenue to support our charitable act- ivities and provide even greater service. For this initial year of the tournament, we feel that we have selected a solid, competitive field which will allow us to put on a quality event and sho:•r our commitment to making this a premier national event in years to come. The teams will be Oklahoma State University, University of South Alabama, Florida Southern University, and Florida International University. The event has been approved as an "Orange Bowl" sanctioned event for which the financial support will be handled through corporate advertising sponsors and ticket revenue. Attached is a pro- posed budget for the event with an outline of the key assumptions involved. We firmly believe that this event can be a positive one for all parties involved and we would work to make this a continuing event, bringing major schools from around the country on a yearly basis. We are asking the City of Miami's assistance at this point in the form of a standby financial guarantee so that we might contract with the aforementioned teams and go forth with the other commitments, advertising solicitations, etc. necessary to complete arrangements for the tournament. Souvenir Program for Game: Assume a 26-page program of which 15 pages would be advertisements at $400.00 per page. 4. Food concessions would be handled by the Hyatt group and are excluded from our proposal. 0314C/3 83*'766' 4 0 0 STAND-BY G(:AIRANT'i AGREEMENT This aareenent is entered into between the Cit2 of Miami and the Kiwanis Club of Miami - Bayside for the purpose of securing backup financial guarantees for a proposed basketball tournament. WHERE:IS, the Kiwanis Club of .diami - Bayside has received permission from the Orange Bowl Committee to hold a basketball tournament on December 2�, and 3$th, 1983, sanctioned by the orange Bowl 2i rr 22 Cormlittee; and WHEREAS, that event will be held in the City of diami/University of Miami/James L. Knight Convention Center and will have four college teams participating; and 4HEREAS, the Kiwanis Club of Miami - Bayside has submitted the attached "Proposed Tournament Budget"; and WHEREAS, said event will be of benefit to the City of Miami; NOW, THEREFORE, in consideration of the mutual promises contained herein, the parties agree as follows: 1. The City of Miami agrees to guarantee any deficit of the December, 1983 tournament, up to but not exceeding the sum of $30,000.00. 2. The Kiwanis Club of Miami - Bayside agrees to use its best efforts to raise revenue from the event so as to avoid a deficit, through ticket sales, radio and/or television coverage, program and display advertising, and any other ancillary sales or promotional means. 83--2 6e 4 0 3. Any net proceeds generated from the event will belong to the Kiwanis Club of '.Iiami - Bayside. 4. The Kiwanis Club of Miami - Bayside agrees that all net proceeds will be used to sponsor community projects within the City of Miami.
