NOPI, THEREFORE, 13E IT RESOLVED BY THE COMMISSION OF THE
CI TY OF MIAMI, FLORIDA:
Sect ion 1 . The al locat ion of an amount not to exceed
$7,500 from Special Proqrams and Account, Contingent Fund, to
the Downtown Miami Busines.� Association -Drum Corps Event in
support of the International Drum and Bugle Corps Parade,
held during Aliqust., 1983, and the additional allocation of
$4,000, to cover police and Fire services and prizes awarded
at said Event, are hereby ratified, confirmed, and approved.

18-13(e) OF SECTION 18, ENTITLED "MINORITY PROCUREMENT PROGRAM" OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, BY PROVIDING FOR THE
DELETION OF THE WORD "PROPORTIONATE" AND FOR DELETION OF THE WORD
"MONIES" AND INSERTION OF THE WORDS "MONEY, PRCPERTY OR SERVICES" IN
SAID SUB -SECTION 18-73(b) AND FOR THE DELETION OF THE WORDS "BY THE CITY'
IN PARAGRAPH 2 IN SAID SUB -SECTION 18-73(e); SUCH AMENDMENTS BEING NECES-i
SARY TO FACILITATE THE EFFECTIVE APPLICATION OF SAID PROGRAM; FURTHER
BY RENUMBERING SAID SECTION 18-73 FOR THE PURPOSE OF CLARITY.
A MOTION AUTHORIZING THE CITY MANAGER TO SIGN ANY NON -SUBSTANTIVE AMEND-
MENTS TO THE EXISTING U.D.A.G. AGREE?TENT CONCERNING THE CONSTRUCTION
OF THE "WORLD TRADE CENTER"; FURTHER DIRECTING THE MANAGER TO DISCUSS
ANY AND EACH FUTURE PROPOSED AMENDMENT WITH EACH INDIVIDUAL COMMISSIONER
TO POLL THEM OVER THE PHONE, FURTHER STIPULATING THE MANAGER SHALL BE
AUTHORIZED TO PROCEED ONLY IF HE GETS 100% CONCENSUS AND AGREEMENT OF
ALL MEMBERS OF THE COMMISSION.

AND ENDING AT 5:00 P.M.
A RESOLUTION ALLOCATING AN AMOUNT NOT TO EXCEED $25,400 FROM THE GENERAL
FUND, SPECIAL PROGRAMS AND ACCOUNTS, TO THE DEPARTMENT OF OFF-STREET

It is recommended that Motion 83-577, appropria-
ting and allocating from the Special Programs
and Accounts Contingency Fund an amount not to
exceed $7,500 in cash and in -kind services.
Funds to be granted for the purpose of Police
services, Fire services, and a cash contribu-
tion for prizes to be awarded to the Downtown
Miami Development Authority Parade Association
in connection with the Florida Wave Parade to
be held Saturday, August 20, 1983. It is recom-
mended funding be ratified and confirmed as per
the attached resolution.
The Florida Wave Parade will showcase the City of Miami as host of
an international Drum and Bugle Corps Parade via National televi-
sion. This event will greatly enhance the recreational and cultural
image of the City, both nationally and internationally.
The City Commission approved by Motion 83-577 of July 18, 1983, an
amount not to exceed $7,500 be allocated. Said funds to cover
Police services, Fire services and a cash contribution for prizes.
These monies are to be drawn from the Special Programs and Accounts
Contingency Fund.
Therefore, this department recommends that Motion 83-577 of July 18,
1983, appropriating and allocating from the Special Programs and
Accounts Contingency Fund an amount not to exceed $7,500 to the
Downtown Miami Development Authority Parade Association in connec-
tion with the "Florida Wave Parade," be ratified and confirmed.
