TOTAL AMOUNT OF $91920 FOR THE RFNIAL OF
SIX 15-PASSFNGFR VANS TO ACCOMMODATE THE
"MIAMI'S FOR RECRFAFION" SUMMER PROGRAM.
WHEREAS, the Department of Recreation annually budgets
Funds for the rental of three 15-passenger vans for use
durinq its summer proqram which rental cost normally falls
below the $4,500 limit and does not require formal written
competitive bidding; and
WHEREAS, the City Commission recently approved the
"Miami's for Recreation" Proqram which included rental of
three additional vans; and
WHEREAS, the rental cost of the six vans exceeded
the $4,500 limit exempt from formal bidding; and
WHEREAS, the City Manager has made a written finding
that a valid emergency need existed for the immediate lease
of the required vans due to the fact: that the start-up date
for the Program was June 20, 1983, with the next available
Commission (neeting date being July 18, 1983; and
WHEREAS, the vans were rented at the lowest cost meeting
specifications after telephone solicitation of prices and
availability;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager's written finding that
there was an emergency need for the rental of six
15-passenger vans is hereby ratified by an affirmative vote
of not less than 4/5ths of the members of the City
Commission.

ENCLOSURES
It has come to my attention that you have been experiencing
some difficulty in leasing passenger vans for the expansion
of the summer recreation program.
In that the time frame was restrictive in placing the vans
on a formal bid and any delay would have curtailed or even
cancelled some planned trips for our youth it is imperative
that you rent the vans immediately.
Submit an emergency purchase order in the amount of $9920.00
for the rental of six (6) fifteen passenger vans to accomo-
date the summer recreation programs. Through the proper chan-
nels, take the appropriate action to lease the vans from the
lowest quoted price meeting all required specifications.
Prepare a resolution recommending the action of the City
Manager be ratified, approved and confirmed at the next
commission meeting.

program, be hereby ratified, approved and con-
firmed, as per the attached resolution.

included rental of three vans bringing the total to six and over
the $4,500 limit and thus subject to formal bid.
In that the time frame was prohibitive with the summer program be-
ginning on June 20, it was necessary for the City Manager to take
the appropriate action in authorizing the waiver of formal bid and
the issuance of an emergency purchase from the lowest quoted prices

Department of Recreation ENCLOSURES.
This department annually budgets funds for rental of three,
fifteen passenger vans to accoa>modate the Summer Program.
Normally the rental cost falls below the $4,500 limit and
therefore exempt for the ,public bidding/Commission approval
status.
However, the recently approved Xi=i for Recreation program
includes rental of an additional three vans bringing the
total to six and over the $4,500 limit.
In that the time frame is prohibitive with the Summer Program
beginning on Juno 20th, it is necessary to request your
approval to waive formal bidding and direct the Purchasing
Division to issue a.purchass order fox the lowest quoted
price meeting specifications with subsequent ratification.
