RESOLUTION NO. 83--'7 3
A RESOLUTION RATIFYING�APPROVING�AND CONFIRMING
THE ACTIONS OF THE CITY MANAGER IN CONTRACTING
WITH DELTA SYSTEMS CONSULTANTS, INC. FOR THE
PREPARATION OF A FINAL REPORT ON THE SURVEY OF
UNEMPLOYMENT IN THE OVERTOWN AREA OF MIAMI:
FURTHER ALLOCATING A SUM NOT EXCEEDING $2,000
FROM THE CONTINGENT FUND TO COVER THE COST OF
SAID CONTRACT.
WHEREAS, no governmental or private agency has developed
unemployment statistics which relate to specific geographical areas
within the City; and
WHEREAS, the City of Miami has been developing information
regarding conditions that exist within certain areas of the City of
Miami; and
WHEREAS, the City of Miami had previously contracted for the
services of Delta Systems Consultants, Inc. to assist the City of
Miami in developing information relating to Federal census undercount
litigation; and
I-.'HEREAS, said consultants have also assisted the City of Miami
in developing strategy to provide the most accurate population
estimates prepared by the State of Florida; and
WHEREAS, said consultants have assisted Miami in conducting a
recent unemployment survey in Overtown;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA, THAT:
Section 1. The actions of the City Manager in contracting with
Delta Systems Consultants, Inc. for the preparation of a final report
on the survey of unemployment in the Overtown area of Miami, are
hereby ratifier', approved and confirmed.
Section 2. A sum not exceeding $2,000 is hereby allocated from
the Contingent Fund to cover the cost of said contract.

"It is recommended that the attached Resolution
ratifing, approving and confirming the City
Manager's actions in contracting with Delta
Systems Consultants, Inc. for the preparation
of a final report on the survey of unemploy-
ment in the Overtown area of Miami in an
amount not to exceed $2,000 be presented to the
City Commission for their approval."
_ The City of Miami conducted an unemployment survey in the Miami/Overtown
area, utilizing the services of Delta Systems Consultants, Inc. who
had been previously contracted to provide the City with census -
related consultant services. The City of Miami has been concerned
about the possibility that the City's population was substantially
undercounted in the 1980 Federal census. Such undercounts have a
serious effect on the City of Miami's ability to receive a fair
amount of both federal and state revenues that are based upon
population.
In reviewing the census information, we felt insecure with utilizing
1980 unemployment statistics because of the problems that occurred
during the time in which the information was collected and the
length of time that has transpired since the census was taken. In
addition, there is no local data available to the City that would
provide unemployment statistics that could be used in making an
analysis of certain conditions that exist within geographic pockets
of Miami.
The final report was distributed to the City Commission on August 8,
1983 showed that the average unemployment rate in the Overtown area
was 36.7% and when "discouraged workers" were added, the unemployment
rate increased to 44.5%. This is compared to 8.7% that was reported
in the 1980 census statistics. This information will be helpful in
the City's continuing attempt to secure more realistic population
figures for Miami.
