making appropriations for the Downtown De-
velcnment Authority of the City of Miami
for the `fiscal •year endinc September 30,
1984; authorizing the Director of the
Dc�-7ntown Development Authority to invite
or advertise for bids for the purchase of
any material, equipment or service embraced
in the said appropriations for which formal
bidding may be required providing that this
ordinance shall be supplemental and in ad-
dition to the ordinance makinc appropri-
ations for the fiscal year ending
September 30, 1984 for the operation of
the City of Miami, Florida; pro•ridinc that
if anv section., clause or subsection shall
be declared unconstitutional, it shall net

limits of the City of Miami, Florida, for
the fiscal vear beginning October 1, 1383,
and ending September 30, 1984; fixing t—he
;tillage at Five Thousand Ter. Thousandths
(.5000) :Hills on the dollar of the non-
exempt assessed value of all real and
personal property in said District and pro-
viding that the said millage arc the taxes
levied herein shall be in addition to the
fisting of the millage and the levying of
taxes within the territorial limits of
the City of Miami, which is contained in
the General Appropriation Ordinance For
the a.-foresaid fiscal year as required by
Section 30 of the City Charter; providinc
that the fixing of the millage and levyina
of taxes herein shall be in addition to
special assessments for improvements im-
posed by the City Commission of the City
of Miami within the territorial limits of
the City of Miami: provided that this
ordinance shall not be deemed as repealing
or amending any other ordinance fixing
millage or levying taxes for the fiscal
year beginning October 1, 1983 and ending
September 30, 1984 but shall be deemed
supplemental and in addition hereto; and
providing that if any section, clause or
subsection shall be declared unconstitu-
tional, it shall not affect the remaining
provisions of this ordinance. (This item
was passed on first reading at the
September 12, 1983 Citv Commission meeting.
It was moved by Commissioner Carollo and
