WHEREAS, the Office of Miami's first physician, Dr.
James M. Jackson, located at 191) SF 12 Terrace, is the
property of the City of Miami, and is listed on the National
Register of Historic Places; and
WHEREAS, the Dade Heritage Trust, Inc., a private,
nonprofit Florida Corporation, the property's leaseholder,
has continued to maintain and restore the property; and
WHEREAS, a Federal Grant in the amount of $11,000 has
been awarded to Dade Heritage Trust, Inc. to complete
restoration of the facility and open it to the public as a
medical museum and historic preservation library; and
WHEREAS, the City Commission at its May 31, 1983 meeting
agreed unanimously to provide a one-to-one match of those
forthcoming funds in the amount of $11,000, plus an
additional $5,000 to complete the medical exhibition and
library installation;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The sum of $11,000 is hereby allocated from
the Contingent Fund as matching monies for a Federal grant
awarded to Dade Heritage Trust, Inc. to complete
restroratrion of the Office of Dr. James M. Jackson, the
City's first physician, and further allocating an additional
$59000 from the Contingent Fund to complete the medical

Funding for Restoration of
Dr. James M. Jackson Office
It is recommended that the City Commission
approve the attached resolution allocating
from the Contingent Fund the sum of $11,000
as matching monies for a federal grant awarded
to Dade Heritage Trust, Inc. to complete
restoration of the historic Dr. James M. Jackson
Office; and further allocating an additional
$5,000 from the Contingent Fund to complete
the medical exhibition and library at said
historic site.
On May 31, 1983, the City Commission adopted Motion M-83-428, authorizing
and directing the City Manager to allocate $11,000 to Dade Heritage Trust
for completion of restoration work at the Dr. James M. Jackson Office.
These funds are a necessary local match for an $11,500 grant from the
Emergency Jobs Act of 1983 (P.L. 98-8).
In the same motion, the Commission approved an additional allocation of
$5,000 for completion of a medical museum and historic preservation library
in Dr. Jackson's Office, subject to the Manager's approval. The Planning
Department recommends this expenditure as a final step necessary to make
the Dr. Jackson's Office property a public attraction.

FOR DR. JAAIES I4. JACKSON OFFICE
At the mentioned meeting, the City Commission approved by motion
to match a grant being pursued at that time by Dade Heritage
Trust from the Emergency Jobs act of 1983 (P.L. 98-8), through
the State of Florida Secretary of State's Office. Funds were
specifically set asideby the bill for allocation to each state,
for the purpose of historic preservation. The Trust requested
and was awarded $11,500, as attested by the enclosed copy of the
notification letter from the State Historic Preservation Officer.
(The City has obligated $11,000 only to match this grant.)
In addition, the Commission approved in the same motion to award
259000 to the Trust to support completion of the medical museum,
preservation library and their support system, all housed in
Dr. Jackson's Office. The museum and library will be open to the
citizens of Piiami and South Florida on a regular basis. Also
enclosed is a budget for allocation of these funds.
We will appreciate your expediting these funds so preparatory
work can begin. Hopefully, we will dovetail the construction
aspects with the museum and library development for an early -
spring 1984 opening.
Thank you for your help. I personally look forward to working
with your office, and to the long-awaited completion of this
important project undertaken by Dade Heritage Trust for the
restoration and public use of this exceptional City of Miami
property.

Perspective
From the earliest days of Dade Heritage Trust's occupancy of Dr.
Jackson's Office, the facility has been viewed as a public -
oriented medical "mini -museum," as home for the Trust's historic
preservation library, also open to the public, and as headquarters
for the Trust's offices,
The Trust has been gathering furniture, instruments, reference
books and the like for the medical museum, plus historic preser-
vation - oriented library materials, for many years. Now, with
the securing of funds to complete the physical facility restora-
tion, concurrent and subsequent work on the museum, library and
support systems should procede.
