WHEREAS, the Miami Zoning Board at its meeting of
November 15, 1932, Item No. 4, following an advertised hearing.,
adopted Resolution ZB-207-82 by a 7 to 0 vote RECOI,1MENDIriG
official vacation and closure of a street as hereinafter set
forth; and
WFEREAS, the City Commission deems it advisable and in
the best interest of the general �-elfare of the Citv of Miami
and its inhabitants to grant the vacation and closure of the
street in question;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA-
Section 1. That portion of right-of-way East of the
Southeast corner of the intersection of Southwest 1 Street and
Southwest 1 Court, also described as the Southerly 8' of South-
west 1 Street and the external area lying Northerly of the
curve of 25' radius concentric to the Southeast, bounded on the
West by the East right-of-way line of Southwest 1 Court, and
bounded on the East by the West boundary of the North corridor
of Metrorail for a distance of +80.0' as a condition of approval
of Tentative Plat #1180-A "D.C.M. Maintenance Facility," is hereby
closed, vacated, abandoned, and discontinued for public use.

The Zoning Board, at its meeting of November 15, 1982, Item 4, following an
advertised hearing, adopted Resolution ZB 207-82 recommending approval of
the above petition by a vote of 7 to 0 for the Official Vacation and Closure
of the S'ly 8' of SW 1 Street and the external area lying NW'ly of the curve
of 25' radius concentric to the SE, bounded on the West by the East right-of-way
line of SW 1 Court, and bounded on the East by the West boundary of the North
corridor of Metrorail for a distance of + 80.0' as a condition of approval of
Tentative Plat #1180-A "D.C.M. Maintenance Facility".
Three proponents present at the meeting.
Backup information is included for your review.
A RESOLUTION to provide for the above has been prepared by the City Attorney's
Office and submitted for consideration of the City Commission.

In response to Commissioner Plummer's request for an accounting
of all City street rights -of -way transferred and proposed to be
transferred to Dade County through street abandonment and re -
platting for the purpose of Metrorail Station sites, and the
estimated market value of such lands, the following table pre-
sents an approximate valuation by station:

Center was abandoned for the purpose of constructing the
County Administration Building and Downtown Government
Center Station, not included in this computation.
It should be mentioned that all abandoned rights -of -way were in-
cluded in Metrorail Station sites shown in the series of Station
Area Design and Development Plans approved in concept, by the
Commission.

Discussions over the past several months have attempted to resolve site
problems of the maintenance facility for the Downtown Component of Metro -
rail. Simon Zweighaft has advised me that the City is working out a
solution to these problems which should allow construction to commence
on time during early September. Since this solution involves the release
of additional land by the City to the County, you have requested appropri-
ate concessions in return for granting these rights for construction.
The discussions on this issue have led to the following proposal which is
hereby offered for your consideration. DCTA will be preparing a prospectus
for the sale of excess land which has been acquired for the DCM project.
In the prospectus for our Parcel D-312, we will include a requirement that
future development on that site include a minimum of 2,000 square feet of
landscaped open space set aside and maintained by the developer as an urban
amenity for the general public. Two thousand square feet is an amount in
excess of the land being released by the City, but in our opinion should
not adversely affect development on Parcel D-312 because of its substantial
size. In return for this commitment, the City would release its right-of-
way at the DGI maintenance facility site.
Upon your acceptance of this proposal, I will direct staff to initiate work
on appropriate documentation to implement the trade.
