PROPOSALS SUBMITTED BY SAID AGENCIES.
WHEREAS, on Jiane 9, 1983, the City Commission adopted
Resolution No. 83-468, thereby author izinq the City Manager
to submit a grant application to the U.S. Department of
Housinq and Urban Development For the proposed Community
Development Jobs Program during 1993-84; and
WHEREAS, funds have previously been appropriated by
Ordinance No. 9631, adopted June 9, 1983; and
WHEREAS, the City Commission adopted Resolution No.
83-633, July 18, 1983, allocating $275,000 of Jobs Program
funds to the Wynwood target area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Sections 1 and 2 of Resolution No. 831-6339 adopted
July 18, 1983, which allocated $275,000 of Community
Development Block Grant Funds to Biscayne-Wynwood Chamber of
Commerce previously appropriated by Ordinance No. 9631,
adopted July 18, 1983, are hereby amended in the following
particulars:l
1 Words and/or figures stricken through shall be deleted.
Underscored words and/or figures shall be added. Remaining
provisions are now in effect and remain unchanged. CITY COMMISSION

Attached, for your information, are the minutes of a September 6, 1983
meeting held in the Wynwood area to discuss the funds allocated under
the Federal Jobs Program.
The Biscayne Wynwood Chamber of Commerce and the Puerto Rican Oppor-
tunity Center made presentations on their proposals for the $275,000
that was allocated to the area.

Item I
The meeting was called to order at 7:35 p.m. by Francena Brooks, Assistant
Director for the Department of Community Development. Ms. Brooks mentioned
that the purpose of the meeting is to receive public comment on the Wynwood
Jobs Program. Ms. Brooks mentioned that the City of Miami has allocated
$275,000 to the Wynwocd area under the Federal Jobs Bill.
On July 18, 1983 the City Commission allocated $275,000 for the Wynwood
Jobs Program and authorized that the City negotiate an agreement with
the Biscayne Wynwood Chamber of Commerce for a jobs program in Wynwood.
Ms. Brooks stated that residents review on the use of these funds was
the main objective of the meeting. Subsequent to the Commission action,
there was an additional proposal submitted for the use of these funds
from the Puerto Rican Opportunity Center Inc. The proposers were given
5 minutes each to make a presentation on the content of their proposals.
Item II
At this time, the Rev. Stan Matthews proceeded to give his presentation
on behalf of the Biscayne Wynwood Chamber of Commerce. Rev. Matthews
stated that the Biscayne Wynwood Chamber of Commerce adopted a program
of help for the community through a jobs training program that would
structurally upgrade the neighborhood commercially and residentially.
Rev. Matthews mentioned that the program involves ninety men and women
who will be trained to do all types of building maintenance and repair.
The program is to begin on October 1, 1983. The businesses in the
community, under the direction of the members of the Chamber, will be
providing the building and will pay the stipends so that participants
will receive one thousand dollars for the eight week training program.
The business people are also rehabilitating the building located at
83-843.

20 N.E. 29th Street celled "Casa Integra" which will be the location of
the training program. At the conclusion of the training, they will
provide a job placement bank.
Item III
Mr. Fred Santiago, a merchant in the Wynwood community, took the floor.
Mr. Santiago said that for a long time the merchants and businessmen in
the area have been trying to organize. Finally, with the help of Rev.
Matthews, they were abletoform a Chamber. of Commerce. Mr. Santiago
said that leaders in the community want to take the program away from
the Chamber of Commerce and use it for their own personal gain.
Mr. Santiago cautioned the public and warned them not to be deceived.
Item IV
Ms. Grissell Torres then took the floor. Ms. Torres gave a presentation
in favor of the Puerto Rican Opportunity Center. Ms. Torres mentioned
that the organization is seeking a fair distribution of jobs in the area.
Ms. Torres also stated that they have been identifying the problems in
the area and will be working towards finding a solution for them. Among
their objectives is reaching out to the young people, ages 16 through
24 who have dropped out of school, in an effort to train and help them
find jobs. Ms. Torres mentioned that their goal is to train persons for
permanent employment and will try training in the fields of computers,
medical secretaries, etc. The Board of Directors of the Puerto Rican
Opportunity Center has developed a job bank with promises from employers
to employ trainees from their program. Ms. Torres mentioned that at this
moment their organization has 1,500 verifiable job opportunities for those
qualified.
They have obtained a pledge of $3,000 from Bacardi Inc., so that their
program can start functioning. They have acknowledged the backing by
many large companies and businesses in the area for this program.
Item V
Ms. Dorothy Quintana asked why had this organization not come up with a
proposal previously? Ms. Torres answered that the purpose of the meeting
was to obtain input from the residents as to what they thought was
beneficial for the community involving a job training program. A member
of the community asked what objectives did the program have to benefit
the black community? Ms. Torres answered that in Puerto Rico there is
no discrimination. The program is available to anyone r.egardles of their
race, and it would be unconstitutional to discriminate in any way.
Item VI
The Rev. Matthews stated that they have been working on this job program
for a long time. The City Commission passed a resolution stating that
the Wynwood Chamber of Commerce would administer this program. He does
not understand why another organization is now attempting to administer
the program. Ms. Torres stated that the the reason for the meeting was
to obtain input from the community on this program. That had not been
the case when the Commission adopted their resolution, according to
Ms. Torres.

Item VII
Mayor Maurice Ferre and Commissioner Dawkins were present and were intro-
duced.

Ingrid Grau, Director of the Wynwood Elderly Program, then took the floor.
Ms. Grau mentioned that they would like the Puerto Rican Opportunity
Center to administer the funds for the jobs program. At the same time
they should subcontract the Wynwood Chamber of Commerce, and subcontract
another prestigious agency on the national level to provide the job
training, and skills respectively.
Item IX
A representative of the Puerto Rican Charities Inc. took the floor. Ile
mentioned that they are providing services to the community at this time
without any funding. Ile also mentioned that Puerto Rican Charities
cleaned up Rcberto Clemente Park and provided services to the community
that the community center Eugenio Maria de Hostos has not provided. A
resident- asked if the organization could help here and hew. The
representative told ::er to go to their office for an interivew at
252 N.W. 24th Street.
Item X
A resident, mr. Figueroa, tool: the floor. Mr. Figueroa stated that the
City of Miami should investigate this problem with some positive answers.
Item XI
Ms. Alejita Flores, Director of the National Puerto Rican Forum, took the
floor. She mentioned that they had been working in the community for 4
years as a job placement agency. The agency does not discriminate against
any group. Ms. Flores said she favors the proposal made by the Puerto
Rican Opportunity Center in an effort to unify the community.
Item XII
Pedro Estevero, the treasurer for the Puerto Rican Charities organization,
took the floor. Mr. Estevero stated that they have a machine operator
training program now and that they do not discriminate against anyone.
They are also providing a karate class for anyone interested. This is
being done on a voluntary basis. Mr. Estevero mentioned that the leaders
in the community are not interested in the poor of the community and this
is something that needs immediate attention.
