AN ORDINANCE DEFINING AND DESIGNATING
THE TERRITORIAL LIMITS OF THE DOWNTOWN
DEVELOPMENT DISTRICT OF THE CITY OF
MIAMI LOCATED WITHIN THE TERRITORIAL
E LIMITS OF THE CITY OF MIAMI FOR THE
PURPOSE OF TAXATION, FIXING THE MILLAGE
AND LEVYING TAXES IN THE DOWNTOWN
DEVELOPMENT DISTRICT LOCATED WITHIN
THE TERRITORIAL LIMITS OF THE CITY OF
MIAMI, FLORIDA, FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 1983, AND ENDING
SEPTEMBER 30, 1984; FIXING THE MILLAGE AT
FOUR THOUSAND FOUR HUNDRED AND EIGHTY-SIX
TEN THOUSANDTHS (.4486) MILLS ON THE
DOLLAR OF THE NONEXEMPT ASSESSED VALUE
OF ALL REAL AND PERSONAL PROPERTY IN
SAID DISTRICT AND PROVIDING THAT THE
SAID.MILLAGE AND THE TAXES LEVIED
HEREIN SHALL BE IN ADDITION TO THE FIXING
OF THE MILLAGE AND THE LEVYING OF TAXES
WITHIN THE TERRITORIAL LIMITS OF THE CITY
OF MIAMI, WHICH IS CONTAINED IN THE
GENERAL APPROPRIATION ORDINANCE FOR THE
AFORESAID FISCAL YEAR AS REQUIRED BY
SECTION 30 OF THE CITY CHARTER; PROVIDING
THAT THE -FIXING OF THE MILLAGE AND LEVYING
OF TAXES HEREIN SHALL BE IN ADDITION
TO SPECIAL ASSESSMENTS FOR IMPROVEMENTS
IMPOSED BY THE CITY COMMISSION OF THE CITY
OF MIAMI WITHIN THE TERRITORIAL LIMITS
OF THE CITY OF MIAMI: PROVIDED THAT THIS
ORDINANCE SHALL NOT BE DEEMED AS REPEALING
OR AMENDING ANY OTHER ORDINANCE FIXING

MILLAGE OR LEVYING TAXES FOR THE FISCAL
YEAR BEGINNING OCTOBER 1, 1983 AND ENDING
SEPTEMBER 30, 1984 BUT SHALL BE DEEMED
SUPPLEMENTAL AND IN ADDITION HERETO; AND
'PROVIDING THAT IF ANY SECTION, CLAUSE OR
SUBSECTION SHALL BE DECLARED UNCONSTITU-
TIONAL, IT SHALL NOT AFFECT THE REMAINING
PROVISIONS OF THIS ORDINANCE.

THEREFORto BE IT ORDAINED BY THE COMMISSION OF THE CITY
Of MIAMIt FLORIDA!
Section 1. For the purpose of this Ordinance the
"DOWNTOWN DEVELOPMENT DISTRICT" Is defined to be and Includes that
area described as follows:
"Begin at the Intersection of the centerlines
of N.W. Sth Street and N.W. 3rd Avenue (East side
of N-S Expressway ti-953), said point of beginning
also being the N.W. corner of the district; thence
run southerly along the centerline of N.W. 3rd
AOenue and the easterly side of the N-S Expressway
to the centerline of West Flagler Street; thence
westerly along the centerline of said West Flagler
Street to the centerline of the Miami River; thence
meandering southeasterly along the centerline of
said Miami River to a point of intersection with
the easterly right-of-way (R/W) line of Metro
Rapid Transit R/W (formerly Florida East Coast
(FEC) Railroad R/W) said R/W line being 50 feet
easterly of and parallel with the centerline of said
Metro Rapid Transit R/W; thence run southerly and
southwesterly along said easterly R/W line of Metro
Rapid transit to the Intersection with:the centerline
of S.W. 15th Road; thence southeasterly along the
centerline of 15th Road to a point of Intersection
with the existing bulkhead at Biscayne Bay; thence
meandering northerly along the existing bulkhead
and shoreline of Biscayne Bay to a point of inter-
section with the southerly boundary of Claughton Island
Bridge; thence easterly along the said southerly R/W
line of Claughton Island Bridge to the intersection
with the westerly bulkhead line of Claughton Island,
said bulkhead line being part of the Metropolitan
Dade County Bulkhead Line as recorded in Plat Book 73
at Page 18 of the Public Records; thence southerly,
easterly, northerly and westerly, following said
existing bulkhead and its westerly prolongation thereof
around the Island toithe Intersection with the mainland
on the easterly shoreline of Biscayne Bay; thence
meandering-in,a northwesterly and westerly direction.

Section 2. 'There shall be and is hereby levied upon the
nonexempt assessed value of all property, both real and personal, in

theDowntown Development District as described in Section 1 hereof,

taxes at the rate shown below for •the fiscal year beginning October
1983 and ending September 30, 1984, for the following purpose:

A tax of four thousand four hundred and
eighty-six ten thousandths (.4486) mills
on the dollar for the purpose of financing

the operation of the Downtown Development
Authority of the City of Miami.
Section 3. The fixing of the millage and levying of taxes

In this Ordinance shall be in addition to the fixing of the millage
and levying of taxes which is contained in the general appropriations

ordinance for the aforesaid fiscal year as required by Section 30 of

the Ci-ty Charter.

Sectiom 4. The fixing of the millage and levying of taxes
in'Downtown Development District, as provided in this Ordinance, shall

Chapter 14 of the City
of Miami Code authorizes the City Commission to levy an
-addltlonal ad valorem
tax on all real and personal property In the Downtown
Development Meht Authority
district, not exceeding one-half mill on the dollar valuation
of. such property, for
the purpose of financing the operation of the Downtown
Development Authority.
Attached Is an ordinance for City Commission approval which establishes the
Downtown Development Authority special tax district boundaries, fixes the mil.lage,,
and levies the taxes in the district for the fiscal year beginning October -I,,
1983, and ending September 30, 1984.
