It is recommended that 1 e City of Miami Cc mmissi.oners authorize the City Sanager to
designate `Iew Washington heights Community Cevelopment Conference, a oommtu:it, based
economic development organization in Overtcwn, as the developer/coordinator for deve-
lopment activities within the Overtown Transit Development Area.
As developer/coordinator, New .Iashington Heights CDC will seek out and encourage
de:elopers from the private sector, other CDC's and/or LDC's to participate in develop-
mental �Xojects in the G'R,ertown Transit Cevelopment Area. New Washington Heights CDC
:may undertake its own development project such as the construction of a 200-roam Hotel
as the nucleus for creating jobs for community residents. The CDC may further assist
in residential and carrmercial rehabilitation; it will participate with the City of
%li.ami and Dade County Transportation Administration irplementirg the Black Equity
Participation Plan for the benefit of property owners and businesses in Overta,4n. It
!rill p ad-zage development proposals with t:.e assistance of the City of L% iami and =A.
Since its i.^corporation in 1973, New Washington Heights CDC has demonstrated its
interest and concern for the economic development of the Overtcwn Canm pity. The CDC
pas worked with the University of Miami in studying the demographic changes of Overtown
and in determining the most feasible light industries. In 1981, MHCDC received a
5100,000 grant fran the Florida State Department of Ca mznity Affairs to undertake as
a major function, Job referrals and placements. Similarly, Z,,MHCDC offers such services
as business site analysis, market/feasibility studies, ca=ercial/residential rehab
loan packaging, bank loan packaging, small business administration loan packaging,
business counseling, bid preparation, etc.
:'. ECDC is at +resent d-evelonirg t-•ro (2) major _projects. The first is a hotel to be
:uilt in ^.e OVert_"wn Transit Cevelopent Area. This is a Joint venture ::,etveen NL=,v
?:ashirgtcn Heights and a national hotel chain. TI e new Hotel will provide 200 rooms
and 90,000 square feet of carmercial and retail space to see•-,e OvertcNn, Ine nearbv

located on the forayer "crtcn Tie Ccmranv site, Lr:ediately north of the Brownsville
:•het orail Staticn. The building .will ^xovide 116,000 square feet of luxury type Brace
:which .could encourage minority ooxership arid Black Equity participation. �bvY.CDC is
a designated c=T=ity based organization under contract- 33-HC-%,112308010 with the
State of Florida.
