HomeMy WebLinkAboutO-09706J-83-561 ORDINANCE NO. 9 7 0 6 AN ORDINANCE ESTABLISHING A NEW SPECIAL REVENUE FUND ENTITLED: "ENTRANT ASSISTANCE PROGRAM - 1983/1984", AND APPROPRIATING FUNDS FOR ITS OPERATION IN THE AMOUNT OF $720,993 COMPOSED OF $675,380 FROM THE STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES, $8,000 CARRYOVER FROM THE ENTRANT ASSISTANCE PROGRAM - 1982/83 TRUST AND AGENCY FUND, AND $37,613 FROM THE FY '83 GENERAL FUND: SPECIAL PROGRAMS AND ACCOUNTS; CONTINGENT FUND; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 9512 on November 4, 1982 appropriating $39,000 from the General Fund: Special Programs and Accounts; Contingent Fund to pay for the salaries and related costs of staff from the Latin Riverfront Emergency Shelter program who were transferred to the Entrant Assistance Program; and WHEREAS, the salary and social security expenses for these two staff persons through June 30, 1983 is approximately $31,000 which leaves $8,000 ($39,000-$31,000) available for carryover; and WHEREAS, the salary and social security requirements of these staff is estimated to be $45,613 to cover the period July 1, 1983 through June 30, 1984; and WHEREAS, additional funds in the amount of $37,613 ($45,613- $8,000) are needed to support this staff; and WHEREAS, federal funds from the United States Department of Health and Human Services in the amount of $675,380 have been awarded to the City of Miami by the State of Florida: Department of Health and Rehabilitative Services to operate the Entrant Assistance Program from July 1, 1983 through June 30, 1984; and WHEREAS, this program provides comprehensive manpower employment services to Cuban and Haitian entrants and refugees from all national- ities; and WHEREAS, Action Community Center, Inc. will continue to provide employment -related transportation services to the aforementioned entrants and refugees; and WHEREAS, the Haitian American Community Association of Dade County, Inc. (H.A.C.A.D.) will provide comprehensive manpower employ- ment services and employment -related transportation services to Haitian entrants for the period July 1, 1983 through September 30, 1983; and WHEREAS, selection of a community -based organization to provide services to Haitians covering the period October 1, 1983 through June 30, 1984 shall be made according to federal competitive bid procedures; i NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following Special Revenue Fund is hereby estab- lished and resources are hereby appropriated as described herein: FUND TITLE: Entrant Assistance Program - 1983/1984 RESOURCES: United States Department of Health and Human Services through the State of Florida: Department of Health and Rehabilitative Services $675,380 Carryover balance from the Entrant Assistance program - 1982/83 Trust and Agency Fund 81000 FY '83 General Fund: Special Programs and Accounts: Contingent a Fund 37,613 i I Total Resources $720,993 APPROPRIATION: Entrant Assistance Program - 1983/1984 $72009.3 Section 2. Z* r "It is recommended that the City Commission , adopt the attached ordinance appropriating $720,993 for the operation of the Entrant Assistance_ Program - 1983/1984 for the period -' July 1, 1983 through June 30, 1984." The State of Florida has awarded the City a $675,380 grant to continue the operation of the Entrant Assistance program for one year beginning July 1, 1983. An appropriation of $45,613 is needed from the General Fund to pay the salarie$, and social security of two personnel trans- ferred to the Entrant Assistance Program from the Latin Riverfront Emergency Shelter Project in October.of 1982. Last year, Florida's grant was $379,571. The $295,809 increase this year is due primarily to an allocation of $220,.000 for providing man- power employment services to Haitians. For at least the first three months, this service will be provided by the Haitian American Community Association of Dade County, Inc. (H.A.C.A.D.). Also included in the increase is funding for three new staff positions for our program„ Action Community Center, Inc. will continue to provide employment related transportation to entrants and refugees with an annual budget of $67,883. In October of 1982, the Latin Riverfront Emergency Shelter Office was closed and staff were transferred to the Entrant Assistance Program. In November of 1982, an ordinance was adopted appropriating $39,000 to pay for salaries and related expenses of these two staff. As of July 1, 1983, approximately $31,000 will have been spent, leav- ing $8,000 available for funding these positions from July 1, 1983 through June 30, 1984. New funds in the amount of $37,613 is needed to support these staff through June 30, 1984.- Another appropriation ordinance covering the period June 11, 1983 through June 30, 1983 and two ratifying resolutions are included on the July 18 Commission agenda as companion items.
