ORDINANCE NO. 9705
AN ORDINANCE AMENDING CHAPTER 14 OF THE
CODE OF THE CITY OF MIAMI, FLORIDA, ENTITLED:
"DOWNTOWN DEVELOPMENT," BY AMENDING DIVISION
2 ENTITLED, " DOWNTOWN DEVELOPMENT AUTHORITY,"
OF ARTICLE II THEREOF, ENTITLED, " DOWNTOWN
DISTRICT," BY AMENDING SUBSECTIONS (a) AND (c)
OF SECTION 14-26 OF SAID DIVISION, TO PROVIDE
FOR AN INCREASE IN THE MEMBERSHIP OF THE
DOWNTOWN DEVELOPMENT BOARD FROM FIFTEEN TO
SEVENTEEN MEMBERS AND THE SETTING OFTHE
TERMS OF OFFICE OF SAID MEMBERS: CONTAINING
A REPEALER PROVISION AND A SEVERABILITY CLAUSE.
WHEREAS, it is in the best interests of the city that the
Board of the Downtown Development Authority be representative of
all sectors of the downtown area; and
WHEREAS, the Board of the Downtown Development Authority on
June 10, 1983, resolved to broaden community representation to
the affairs of the Authority by increasing its membership;
NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA THAT:
Section 1. Section 14-26 of Division 2 entitled: "Downtown
Development Authority' of Article 11, entitled: "Downtown District,"
of Chapter 14, entitled: "Downtown Development," of the Code of
the City of Miami, Florida, as amended, is hereby amended in the
following particulars:l/

Section 14-26. Downtown development board --Composition;
appointment and terms of office of
members; filling of vacancies.
(a) The affairs of the authority shall be under
the direct supervision and control of a board consisting
of fffteen-4}5} seventeen (17) members appointed by the
city commission.
( b ) :t
(c) The board shall be constituted as follows:
(1) The mayor shall be chairman of the board
and the fifteenth seventeenth member. At any time the
mayor elects to relinquish his position as chairman and
so signifies such election in writing, the position of
chairman will be filled by one (1) of the the}ve 442}
fourteen (14) members who shall bave been appointed to
the board under the provisions of paragraphs (2) through
(5) hereof. The position will be filled in accordance
with the rules of procedure as duly adopted by the board.

Section 2. All ordinances or parts of ordinances in conflict
herewith, Insofar as they are in conflict, are hereby repealed.

IT IS RECOMMENDED THAT THE
CITY COMMISSION AMEND CHAPTER 14
OF THE CITY CODE TO INCREASE THE
MEMBERSHIP ON THE DDA BOARD FROM
15 TO 17 MEMBERS VIA THE ATTACHED
ORDINANCE.
BACKGROUND
At the June 10, 1983 meeting of the Downtown Develoment Authority Board, the
Board passed the enclosed Resolution No. 83-6 requesting the City Commission to
expand the Downtown Development Authority Board from 15 to 17 members. This
action was taken in light of the expansion of the DOA boundaries to include the
Brickell Area. It was felt that two additional Board members drawn from the
Brickell Area would insure that the needs and concerns of this rapidly developing
sector of the City would be adequately met.
The various Brickell Area businessmen we have met with regarding the Downtown
Development Authority boundary expansion expressed a strong desire for more
Brickell Area representation on the Downtown Development Authority than the
two Brickell members we currently have.

RESOLUTION NO. 83-6
A RESOLUTION REQUESTING THE CITY COMMISSION
TO AMEND SECTION 14-26 OF THE MIAMI CODE
TO INCREASE THE COMPOSITION OF THE DOWNTOWN
DEVELOPMENT AUTHORITY BOARD FROM 15 to 17
MEMBERS.
WHEREAS, the addition of approximately 280 acres to the Downtown Development
Authority District realized by its expansion to the Brickell Area will bring
several hundred more businesses and residences under its jurisdiction; and
WHEREAS, it is the desire of the Downtown Development Authority to insure that
all areas within its jurisdiction are adequately represented on its Board; and
WHEREAS, Brickell Area representation on the Board through attrition of existing
members would not be timely enough in light of the rapidly developing nature of
the area.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE DOWNTOWN DEVELOPMENT
AUTHORITY OF THE CITY OF MIAMI, FLORIDA, that:
Section 1. The City Commission is hereby
requested to amend Section 14-26
of the Miami Code to increase the
composition of the Downtown
Development Authority Board from
15 to 17 members.
