TO ORDINANCE NO. 8719 ORDINANCE NO. 9703 AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 8719, ADOPTED OCTOBER 26, 1977, THE SUMMARY GRANT APPROPRIATIONS ORDINANCE, AS AMENDED; BY INCREASING THE APPROPRIATION TO THE TRUST AND AGENCY FUND ENTITLED: "ENTRANT ASSISTANCE PROGRAM - 1982/83" BY $18,257 TO BE RECEIVED FROM THE STATE OF FLORIDA: DEPARTMENT OF HEALTH AND REHABILITATIVE SERVICES, TO CONTINUE THE PROGRAM THROUGH JUNE 30, 1983; CONTAINING A REPEALER PROVISION AND A SEVERABILITY CLAUSE. WHEREAS, the City Commission adopted Ordinance No. 8719 on October 26, 1977, establishing resources and appropriations for grant funds anticipated by the City of Miami, Florida, and for corresponding City cash -match requirements; and WHEREAS, the City Commission adopted Ordinance No. 9440 on June 17, 1982 appropriating $379,571 for the operation of the Entrant Assistance Program - 1982/1983 for the period June 1, 1982 through May 31, 1983; and WHEREAS, the State of Florida and the City of Miami agreed to extend the contract until June 10, 1983 with no change in the grant award; and WHEREAS, the State of Florida and the City of Miami entered into a contract covering the period June 11, 1983 through June 30, 1983 to provide the City an additional $18,257 to operate the Entrant Assistance Program - 1982/1983; and WHEREAS, these contract amendments were needed to bring the City's contracts with the State of Florida and Action Community Center, Inc. into agreement with Florida's fiscal year which begins July 1; and WHEREAS, the City Commission adopted Resolution No.83-655 on July 18, 1983 authorizing the City Manager to execute contract amendments with the State of Florida and Action Community Center, Inc. to extend the program through June 30, 1983; NOW, THEREFORE, BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Section 1 of Ordinance No. 871.9, adopted October 26, 1977, as amended, is hereby further amended in the following parti- culars: 1/ "Section 1. The following Trust and Agency Funds are hereby established and resources are hereby appropriated as described herein: FUND TITLE: ENTRANT ASSISTANCE PROGRAM - 1982/1983 RESOURCES: United States Department of Health and Human Services through the State of Florida:Department of Health and Rehabilitative Services. $379757+ $397,828 General Fund: Special Programs and Accounts - Contingent Fund 39,000 APPROPRIATIONS: Entrant Assistance Program - 1982/1983 $418;571 $436,828 Section 2. All ordinances or parts of ordinances insofar as they are in conflict with the provisions of this ordinance are hereby repealed. Section 3. If any section, part of section, paragraph, clause, phrase or word of this ordinance is declared invalid, the remaining provisions of this ordinance shall not be affected. Ordinance "It is recommended that the City Commission adopt the attached ordinance appropriating $18,257 to be received from the State of Florida to cover expenses incurred for the Entrant Assistance Program - 1982/1983 during the period June 11, 1983 through June 30, 1983." In June of 1982, the State of Florida granted the City of Miami $379,571 to carry out the Entrant Assistance Program from June 1, 1982 through May 31, 1983. The State of Florida made certain adjustments in June of 1983 so that the City's new contract period would agree with the State's fiscal year which begins July 1. Various savings allowed the program to operate until June 10 without an increase in the $379,571 grant. A sum of $18,257 was needed to operate the program from June 11, 1983 through June 30, 1983. Another appropriation ordinance covering the period July 1, 1983 through June 30, 1984 and two ratifying resolutions are included on the July 18 Commission agenda as companion items.
