RESOLUTION No. 83-9 531 A RESOLUTION ACCEPTING THE BID OF CEDARS MEDICAL CENTER FOR FURNISHING MEDICAL EXAMINATIONS OF FIREFIGHTERS ON A CONTRACT BASIS FOR THREE (3) YEARS TO THE DEPART- MENT OF FIRE, RESCUE AND INSPECTION SERVICES AT A TOTAL PROPOSED FIRST YEAR COST OF $1.02,357.60; ALLOCATING FUNDS THEREFOR FROM THE 1983-84 OPERATING BUD- GET OF THAT DEPARTMENT FOR THE FIRST YEAR; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS FOR THIS SERVICE, SUBJECT TO THE AVAILABILITY OF FUNDS. WHEREAS, pursuant to public notice, sealed bids were received September- 1, 1983 for the furnishing of Medical -Physical Examinations of Firefighters on a Contract Basis for Three (3) Years to the Department of Fire, Rescue, and Inspection Services; and WHEREAS, invitations were mailed to 22 potential suppliers and 10 bids were received; and WHEREAS, funds for this purchase are available in the 1983-84 Operating Budget for the First Year; and WHEREAS, this service will be used by the Department of Fire, Rescue and Inspection Services for the purpose of providing preventative and health maintenance medical program for personnel, as required by union contracts; and WHEREAS, the City Manager and the Director of the Depart- ment of Fire, Rescue and Inspection Services recommend that the bid received from Cedars Medical Center be accepted as the lowest responsible and responsive bidi NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The September 1, 1983 bid of Cedars Medical Center for furnishing Medical Examinations of Firefighters on a Contract Basis for Three (3) Years to the Department of Fire, Rescue and Inspection Services at a total proposed first year cost of $102,357.60 is hereby accepted with funds therefor hereby allocated from the 1983-84 Operating Budget of that Department for CITY COMMISSION 1<<:F,ETING OF OCT 25 1983 A i the First Year. Chief REFERENCES For City Commission Meeting Director of Fire, Rescue and of October 13, 1983 Inspection Services Department FNCLosuREs Award of Bid, Resolution and Tabulation It is recommended that an Award be made and a Resolution be sassed accepting Cedar :Medical Center for furnishing the City of Miami Fire, Rescue and Inspection Services Department physical examinations on a contract basis, as per Bid No. 82-83-106, in the total or000sed first vear amount of $102,357.60. In the interest of maintaining the health and well-being of the fire fighters and as required in the current Collective Bargaining Agreement between the City of Miami and Miami Association of Fire Fighters Local 587 and International Association of Fire Fighters, AFL-CIO, the Department re- quested proposals for physical exams on a contract basis Afor uniformed personnel. The principal features of these physicals are: medical history, comprehensive physical examination, laboratory work -up, ophthalmological evaluation, pulmonary function test, radiological evaluation, skin test, electrocardiogram, and digital rectal examination. Our experience has shown that early detection and treatment of health disorders is an effective health maintenance program, particularly :when combined •.with the Department's ph_,•sical fitness grogram. Funding for the first year of the three-year contract has been atorooriated in the General Fund in the current 1933-8� Operating Budget. Second, third and subsequent years of the contract will be subject to availability of funds. HWB:TLM:mm 83-9031 AWARD OF BID Bid No. 82-83-106 ITEM: Medical Examinations of Firefighters DEPARTMENT: Fire, Rescue and Inspection Services TYPE OF PURCHASE: Contract cf Three (3) Years REASON: To provide preventative and health maintenance medical program for personnel, as required by union contracts. POTENTIAL BIDDERS: 22 BIDS RECEIVED: 10 TARIMATTOM FUNDS: BID EVALUATION: Attached 1983-84 Operating Budget (First Year) The bid included a total of seven (7) items, consisting of a Complete Basic Physical Exam, to be performed on all personnel, and five (5) additional tests to be performed only on personnel of a particular age, race or sex, or on personnel who fail to meet minimum health standards on preliminary tests. The Department has determined that it no longer requires two (2) of those additional tests (Items 2 and 3). Several bids were received that gave prices lower than the recommended bidder's for specific test items. However, a split award is not recommended due to the un- feasibility of having more than one provider perform a comprehensive physical exam. Based on the total First Year cost, two (2) low bids were received that are not accept- able to the Department. The bids of R.G. Molina, M.D. and of Economic Opportunity Medical Health Center, are not recommended both for failing to meet the requirements that the provider be located within the Miami City Limits, and that facilities and equipment be of quality and adequacy to perform as recuired. The bid of Cedars Medical Center is the next lowest bid and is recommended.
