RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO IXI:.CUTE
AN AGREEMENT, SUBJECT TO THE CITY ATTORNEY' ES APPROVAL,
AS TO FORM AND CORRECTNESS, WITH GARCES COMMERCIAL
COLLEGE, INC. IN AN AMOUNT NOT TO EXCEED $48,000 AND
THE JAMES E. SCOTT COMMUNITY ASSOCIATION, INC. IN AN
AMOUNT NOT TO EXCEED $25,000, FOR THE PuRpOSE OF PRO-
VIDING PROFESSIONAL TRAINING, SERVICES IN THE AREAS OF
ENGLISH FOR SPEAKERS OF OTHER LANGUAGES (ESOL) AND
REMEDIAL EDUCATION FOR THE CITY OF MIAMI'S COMPREHEN-
SIVE JOB TRAINING PROGRAM PARTICIPANTS.
WHEREAS, the City of Miami has been allocated funds by the South
Florida Employment and Training Consortium for the 1983-84 Comprehensive
Job Training Program; and
WHEREAS, this program requires that participants be provided with
English for Speakers of Other. Languages (ESOL) and Remedial Education
instruction; and
WHEREAS, the City of Miami plans to provid` the aforementioned
training through qualified training organizations; and
WHEREAS, the City Manager has made recommendations as set forth
in the body of this Resolution;
NOW, THEREFORE, RE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The City Manager is hereby authorized to execute agree-
ments, subject to the City Attorney's approval as to form and correct-
ness, with Garces Commercial Colleqe, Inc. in an amount not to exceed
forty-eight thousand dollars($48,000) to provide English for Speakers
of Other Languages(ESOL) instruction, and with the James E. Scott
Community Association, Inc.(JESCA), in an amount not to exceed twenty-
five thousand dollars($25,000) to provide Remedial Education instruction,
for the City's Comprehensive Job Training Program participants with the
funds expended for the cost of said agreements to be reimbursed under
the City's contract with the South Florida Employment and Training Con-
sortium.
Section 2. The above authorization is conditioned upon approval
by the South Florida Employment and Training Consortium.

It is recommended that the Cit•,? Commission adopt
a Resolution to authorize the City Manager to
execute agreements with Garces Conmercial Collece,
Inc. and with the James E. Scott Co".:Lrtunity assc-
ciation (JESCA), Inc. for crofessional training
services in the areas of English for Sneakers of
Other Lancuaces (ESOL) and Remedial Education, for
the City's Comprehensive Job Training Program
participants.
On October 1, 1983 the City of Miami will begin operating its job
training programs under the Job Training Partnership Act (JTPA)
which has replaced CETA. Under JTPA program operators will be
required to meet minimum training and job placement performance
standards. As a result, the South ".Florida Employment and Training
Consortium has issued new reculaticns relative to the use of train-
ing agents by JTPA program operators. The Consortium will be cuali-
fving training agents, regulating their fees and establishing the
number of participants that :^av be served by each training agent.
Only participants who are certified by the Consortium as having
attained specified competencies :--ill be eligible for job place-
ment; therefore, the Cit:'s ability to meet the required place-
ment levels will be affected ',y the performance of our traininc_
agents. If our trainina subcontractors fail to get ready for
placement a sufficient number of participants, the Citv will not
be able to recover all its program costs from the Consortium. This
is a new situation that did not exist under CETA.
