ALLOCATED FROM THE INTERNATIONAL TRADE
PROMOTION DEPARTMENTAL BUDGET.
WHEREAS, the City Commission is committed to economic
development and the expansion of trade and commerce; and
WHEREAS,
the influential LONDON
FINANCIAL
TIMES
prepared
a Supplement
on "Miami as a Ranking
Center"
in its
October
27th edition; and
WHEREAS, this Supplement offered an overview of the
various international banking operations based in Miami, as
well as interviews with some of Lhe leading local and
international bankers; and
WHEREAS, this Supplement also zeroed -in on Miami as the
fastest growing financial center in the United States; and
WHEREAS, the unique and specialized nature of this
particular advertising source precluded any other reasonable
source of supply; and
WHEREAS, due to time constraint, City Commission
approval was not possible before the City Manager placed the
herein advertisement in said Supplement; and
WHEREAS, the City Manager has made a written finding
that a valid emergency need existed for the procurement of
the herein particular service which finding is herein
approved and ratified;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:

SUBJECT Miami Banking Supplement
In The Financial Times
REFERENCES:
ENCLOSURES.
London's influential Financial Times (1,000,000 daily circula-
tion) is gearing up to produce a supplement on "Miami As A
Banking Center" in its October 27th edition. This supplement
is expected to be similar to a previous one produced by the
Financial Times in October 1980 under the title of "Banking In
Florida", which circulated extensively throughout Europe's
financial capitals.
The Miami supplement will offer an overview of the various inter-
national banking operations based in Miami, as well as interviews
with some of the leading local and international bankers. It
will also zero -in on Miami as the fastest growing financial
center in the United States despite the well -publicized problems
of many Latin American countries which have traditionally been
serviced from our city.
Although the Department of Economic Development/Office of Public
Information will be assisting the editors of the Financial Times
with the needed background material and even photographs, we feel
that this represents an excellent opportunity to include an
official advertising message from the City of Miami to make our
presence felt not only in London, but also in the important
continental financial centers of Paris, Geneva, Zurich, Frankfurt,
Brussels, and Amsterdam.
We are therefore recommending the insertion of a half -page insti-
tutional advertising message in this special supplement in order
to convey and reinforce the concept that the local Miami banking_
market is as strong as ever for those seeking to enter in from
Europe. The cost of this insertion, which would appear on the
bottom -half of page 3 of the newspaper, is $12,544.00.
The Department of Management and Budget has advised me that this
zem can be funded from surpluses available in the Department of
International Trade Promotion's FY '82-'83 budget. If you are
in agreement with this proposal to bolster Miami's image as an
international banking center, please indicate your approval.
