WHEREAS, during the foot hall off-season the Communications Division of the Department of Building and Vehicle Maintenance spent approximately $25,000 to replar.e the amplification portion of the Orange Howl Stadium sound system; and WHEREAS, it was known that a number of the speakers in the old speaker system were in need of repair and a requisition was issued for replacement parts; and WHEREAS, after a lengthy delay, the selected vendor notified the CiLy of its inability to provide the speakers before the football season; and WHEREAS, during tiie September 11, 1983 Miami Dolphins - New England Patriots event and under game conditions the new amplification system provided more power than the old speaker system could withstand and further damage to the old speaker system was incurred; and WHEREAS, to insure that the speaker system was fully operational before more of the football season had passed, the C i t v Manager made a written finding that a valid emergency need existed for making the overall speaker purchase cost exceed $4,500; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY Of MIAMI, FLORIDA: CITY COMMIS pI N MEETING OF OCT 25 1983 813-911 ,, REMARKS, r Sertion 1 The C i t v Manager's written findin,l that a valid emergency need existed fnr the purrhnse of speakers fur the Orange Rawl St adium speakr?r system cost inn in excess of $49500 is herehv ratified, approved and conFirmed by a 4'5ths aFFirmat ive vote of the (nem1)er9 of the City Commission and the purchase of said ;,peakei's with funds therefor hereby allocated from the nperating 1)ud(Iet of the Orange Bowl Stadium is also hereby ratified, approved and confirmed. Golby �"- Stadiums Administrator SUBJECT Proposed resolution regarding emergency purchase of Orange Bowl speakers REFERENCES ENCLOSURES Copy of draft resolution Law Department cover memo The Office of Stadiums recommends the adoption of a resolution which ratifies, approves and confirms the action of the City Manager in pur- chasing speakers for the Orange Bowl Stadium speaker system costing in excess of $4,500. In the offseason the Department of Building and Vehicle Maintenance installed new amplifiers costing approximately $25,000 at the Orange Bowl Stadium. At that time it was noticed that some of the speakers needed replacement. An order was placed in July for replacement speakers, but after a lengthy delay, the vendor notified the City of their inability to provide speakers before the season. The City then selected an alternate speaker. During the September 11, 1983 Dolphins - Patriots event when the stands were full and the background crowd noise was at a high level, the amplification system provided more power than the old speaker system could withstand and further damage to the old speaker system was sustained. To insure that the speaker system was fully opera- tional before more of the football season passed, the City Manager authorized the emergencv purchase of more speakers. The original order was for a total of S3,830 and the second order is expected to cost about $3,200 making the combined purchase in excess of the $4,500 limit. The need may arise again before the end of the 1983 football season to rake additional repairs to the speaker system. Two requisitions for speakers were issued with a combined total to exceed the $4,500 limit. Since we are into the football season, an emergency purchase was necessary so the speaker system would be operational before more of the season had passed. Please review the attached draft resolution of this emer- gency purchase as to form and correctness. Section 2 of this draft resolution would authorize the City Manager to make additional repairs beyond the emer- gency purchase to be approved in Section 1 if other deficiencies arise in the system which must be cured in a timely manner.
