The City of Miami ("City") created the Miami For Everyone ("MFE") program to assist communities facing the long-term complications resulting from declared emergencies and to address the specific needs of the most vulnerable residents and businesses, through a strategy of focusing the provision of support towards priority areas of need that will further stabilize economic conditions within City Districts. The PRESIDIO POLITICO HISTORICO CUBANO, INC ("CASA DEL PRESO") is a not -for -profit organization which operates a museum dedicated to assisting political prisoners from Cuba, living in Miami and others incarcerated on the island overseas for the past 40 years. Due to the pandemic, the organization was not able to host public functions, and fundraise to aid its members. Casa Del Preso is seeking financial assistance to continue to provide its 120+ members whose age ranges from 80-94 years, with rental assistance, medical assistance, mortgage payments assistance and auto repairs. Food will also be given out at the museum; meals will be provided to members, and housing assistance to those in need within the community. As Casa Del Preso is uniquely familiar with the needs of its members, and the day-to-day challenges they experience due to the pandemic, it would be advantageous for the City to expedite the allocation and waive procurement requirements at this time. Providing MFE funds, in the amount of $50,000 to Casa Del Preso, would allow the organization to immediately provide assistance to its members who are currently experiencing several hardships. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a fourth -fifths vote is respectfully requested. x APPROVED / DISAPPROVED EA DocuSigned by: 4 N.' e 850CHC372DD42A...
