Ms. McCartney will appear before the Commission on October 13, 1983. Ms. McCartney's organization received $5,000 from the City Commission for the 182-'83 fiscal year. She was asked to be available to help the Office of Public Information with visiting dignitaries. On a couple of occasions, Ms. McCartney has provided assistance in receiving journalists from foreign countries. The rest of her activities have not related to our work with visiting dignitaries in the City of Miami as far as I know. She has been cooperative every time she has been asked by the City to help. The Council is requesting $10,000 for the '84 fiscal year, $2,560 of which will go towards paying for the office rental at the Olympia Building. The rest of the budget is attached. If the Commission decides to grant the $10,000 requested, I would recommend that Ms. McCartney be asked to submit a monthly report on her activities to the Department of Economic Development and to advise us about any visits of dignitaries before they take place on every occasion. This type of communication has not taken place during the last fiscal year. Purpose of our presentation is to solicit renewal of a grant approved by the Commission on 1 April 1982 covering part of ;._ the Council's annual budget for salary and administrative ;. expenses. These expenses cover the functions of the organi- zation in promoting the City of Miami and its facilities �',•;• through organized and sponsored visitor programs and welcome , to foreign visitors to our community. These g y. programs constitute a community service the discontinuance of which could result in the allocation of public funds for this purpose. The presentation will further request that the original grant "..` of $5,000 be increased to $10,000 since CIV budgeted expenses for 1983/1984 have a ppreciably increased due to rising costs. . � . • ,, We ask the record to reflect that part of these expenses constitute an increase in annual rent from $1,260 to $2,560 payable to the City of Miami for office space at the Olympia Building, 174 East Flagler Street. ." We also go on record regarding the use of this grant to cover "_. a proportionate amount of the attached 1983/1984 operating budget. In addition we have worked closely with Dr. Aida Levitan, Director of the Office of Information, and Mrs. Marjorie Serralles, Senior Officer, Office of Protocol to the full measure that our services have been requested in in support of the City's international programs. Gary City Manager City of Miami City Hall, Dinner Key Miami, Florida 33133 Dear Mr. Gary: Mrs. Pamela Baker Johnson, and the Board of Directors of CIV, the Council for International Visitors join me in thanking the City Commission for recognizing our organi- zation and its appeal for renewal and increase of a grant made by the Commission on 1 April, 1982. Since the pressures of time precluded due consideration of our request at the Commission meeting of 7 September, 1983, it was decided to defer a decision until it could be considered in conjunction with the reorganization of the Office of Information. Before such action is taken we would like to go on record with the following facts: I- THAT, the request to increase the grant from $5,000 to $10,000 is caused by an appreciable increase in CIV expenses because of expansion of office premises and personnel to cover growing program activity. 2- THAT, CIV is not a one-time project, but an on -going project selling and serving Miami and the Greater Miami community 365 days of the year as it has successfully done for the past 25 years. 3- THAT, this particular grant is unique for the City of Miami, since it returns to the City of Miami, through CIV's landlord, the Miami Parking System, $2,560 in annual rent. Consideration of our request is essential to the maintenance of CIV services to the City of Miami and the community, and we urge your support of this vital community program.
