WHEREAS, The Department of building and Vehicle MtIintenancc uses various
types of vehicular parts and supplies wllilc' performing thV it fleet
maintenance duties; anci
WHEREAS, these parts and supplies are usurllly purchased through the -
competitive bidding process on ;in annual basis; and
WHERfiAS, bids for the new fiscal year have not been received and, there-
fore, the City Commission has not awarded annual contracts; and
WIIE'RI:AS, certain of these required parts and supplies are depleted and
replacements are required in order to continue proper fleet maintenance, -
and
WHEREAS, emergency action was required on the part of the City in order
to purchase needed vehicular parts and Supplies;
NOW, THEREFORE, BE IT RI.SOLVF.D BY THE COMMISSION OF THE CITY OF �IIA,
FLORIDA:
Section 1. The action of the City Manager in authorizing the emergency
purchase of vehicular parts and supplies in an amount not to exceed
$50,000 is hereby ratified, approved, and confirmed.
Section 2. The Purchasing Agent is hereby authorized, by a four -fifths
vote of the City Commission to issue purchase orders in a manner con-
sistent with proper purchasing practices in order to meet this emergency
need.

All purchase orders issued against this authorization will. be handled by
the purchasing anent in a man. -ter that is consistent with proper purchasing
procedures. Funds for these purchases are included in the 'Fiscal Year
1984 appropriation to the Depar -ment of Building and Vehicle Maintenance.

I have been advised by the Purchasing Division that formal, sealed bias
for vehicular parts and supplies will. not be received and awarded prier
to Mid -December. This timing places a particular hardship on this Depart -
men% because of the need to purchase required quantities of parts and
supplies to insure prover, fleet maintenance.
Due to "lie untimely award of this bid, it is requeste-:i that you authorize
the emergency yurchase on the opon market of required parts and supplies
in an amount not to exceed $50,000. This amount will fun ci pro"ected ex-
penditures until 1—id award.
Given your emergency approval, T will prepare the necessary
for ratification by the City Commission.
