IN THE PROPOSED AMOUNT OF $907,943, BASE BID PLUS ADDITIVE ALTERNATES 03, 45, and 47 OF THE PROPOSAL, FOR JOSE MARTI RIVERFRONT PARK - PHASE II (2ND BIDDING); WITH MONIES THEREFOR ALLOCATED FROM THE "JOSE MARTI RIVERFRONT PARK - PHASE II" ACCOUNT IN THE AMOUNT OF $907,943 TO COVER THE CONTRACT COST; ALLOCATING FROM SAID FUND THE AMOUNT OF $17,751 TO COVER THE COST OF PROJECT EXPENSE; ALLOCATING FROM SAID FUND THE AMOUNT OF $11,331 TO COVER THE COST OF SUCH ITEMS AS ADVERTISING, TESTING LABORATORIES, AND POSTAGE; AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH SAID FIRM WHEREAS, sealed bids were received October 24, 1983 for JOSE MARTI RIVERFRONT PARK - PHASE II (2ND BIDDING); and WHEREAS, the City Manager and the Director of the Department of Public Works recommend that the bid received from Better Construction, Inc. be accepted as the lowest responsible and responsive bid; WHEREAS, the Capital Improvement Appropriation Ordinance No. 9534, as amended, was adopted on December 9, 1982, and monies are available for the proposed amount of the contract, project expense, and incidentals from the account entitled "Jose Marti Riverfront Park - Phase II", as set forth under Section IX, Item B.7, of said ordinance; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The October 24, 1983 bid of Better Construction, Inc., in the proposed amount of $907,943, for the project entitled JOSE MARTI RIVERFRONT PARK - PHASE II (2ND BIDDING), for the base bid plus Additive Alternates #3, #5, and #7 of the proposal, based on lump sum prices, is hereby accepted at the price stated therein. The City Manager is hereby authorized to enter into a contract on behalf of The City of Miami with Better Construction, Inc. for JOSE MARTI RIVERFRONT PARK - PHASE II (2ND BIDDING), base bid plus Additive Alternates #3, #5, and #7 of the proposal. Cather REFERENCES (For Commission Meeting Director•of.Public Works of November 16, 1983) • ENCLOSURES The Department of Public Works recommends adoption of the resolution accepting the bid received October 24, 1983 of Better Construction, Inc. in the amount of $907,943; and authorizing the City Manager to enter into a contract on behalf of the City of Miami for JOSE MARTI RIVERFRONT PARK - PHASE II (2ND BIDDING). Bids were received October 24, 1983 for Phase II of Jose Marti Riverfront Park to include a plaza, wading pool, market area, lighting, basketball courts and additions to the softball field, a pool heating system and general site improvements. The location is at S.W. 4th Avenue and S.W. 3rd Avenue from S.W. 6th Street north to the river. As reflected in the tabulation of bids, the $907,943 bid of Better Construction, Inc. is the lowest responsible bid for the base bid plus Additive Alternates #3, 1#5, and 47 of the proposal. Funds have been allocated under the "Jose Marti Riverfront Park - Phase II" account for the estimated amount of the contract, for project expense, and for such items as advertising, testing laboratories, and postage. Seventeen contractors picked up plans and specifications; 2 contractors submitted bids. The engineer's estimate was $800,000. The low bidder is a Hispanic minority contractor.
