The Governor of the State of Florida, in response to the need to
resolve the numerous problems of the Miami River, and recognizing
the City's involvement and the efforts of private organizationss
to revitalize the river, is proposing the formation of a Manage-
ment Committee in which the City is expected to play a very active
part. The enclosed copy of the proposed Executive Order is hereby
submitted for your review.
In anticipation of the appointments which will follow this order,
I recommend that we reaffirm the City's commitment in support of
the river revitalization efforts. A response is enclosed which,
pending your approval, will formalize the City's position.
BACKGRCL-ND
The Governor's office has'in the past two years been in close con-
tact with local organizations, both public and private, for the
purpose of revitalizing the Miami River. City staff has been
serving as liaison to these organizations, which include the Miami
River Coordinating Associations (MRCA), Miami River Committee (MRRC)
Greater Miami Chamber of Commerce, Marine Council, Friends of the
Everglades, Miami River Businessmen's Association, Greater Miami
Marine Association, and several other environmental associations.
The proposed Executive Order, forwarded for your review and comment,
is the result of efforts to obtain support from the State of
Florida for the revitalization of the river.

The City of Miami is on record in support of efforts to
revital-ize the P4iami River. The concept of a Miami River
Management Committee, as proposed by your office will re-
present a substantial first step towards the solution of
problems associated with this vital water -way.
This administration is in a position to participate and
offer staff assistance towards the efforts of the Manage-
ment Committee, as would be appropriate.

OFFICE OF THE GOVERNOR
EXECUTIVE ORDER NUMBER
WHEREAS, the Miami River is recognized as a great historical,
commercial and recreational asset of the State of Florida, and
WHEREAS, the Miami River can be an even greater asset if its
environmental and aesthetic qualities are enhanced, and
WHEREAS, past efforts to revitalize the Miami River have not
been continuous and coordinated by an intergovernmental/interagency
organization, and
WHEREAS, as a result of continuing problems with derelict and
confiscated vessels in and along the river and traffic congestion
increases on and over the river, land use planning and management
of the Miami River is critical to public access to the river and
continuing use of the shoreline by marine-zelated industries.
NOW, THEREFORE, I, BOB GRAHAM, as Governor of the State of
Florida, pursuant to the Constitution and laws of the State of
Florida, do hereby promulgate the following Executive Order, ef-
fective immediately:
Section 1
The Miami River Management Committee is hereby created for a
period not to exceed one year.
Section 2.
It shall be the responsibility of the Committee to develop
a master plan for land use along the Miami River and environmental
and aesthetic improvements of the river, to recommend an inter-
governmental/interagency organization for a continuing program to
carry out the master plan, and to identify short and long-term
goals for the master plan, including beautification, removal and
disposition of derelict and confiscated vessels, water transportation,
bridges or tunnels, river walks, bicycle paths, marine -related uses,
and public access.
The Committee shall file a written report with the Governor

setting forth the activities and findings of the Committee, and
recommending legislation or other innovative solutions for
improving the status and condition of the Miami River.
Section 3.
The composition and number of connittee members shall be
determined by the Governor. Committee members, including the
chairperson and vice chairperson, shall be appointed by the
Governor and shall continue to serve at the pleasure of the
Governor.
Section 4.
Citizen members of the Committee shall not receive remuneration
for their services, but shall serve on a basis that is totally
voluntary. The Committee will receive staff report and such addi-
tional assistance as is appropriate from the Executive Office of
the Governor.
