RESOLUTION NO.
A RESOLUTION APPROVING THE SELECTION BY
THE CITY MANAGER OF THE MOST QUALIFIED
FIRMS TO PROVIDE ARCHITECTURAL/ENGINEERING
SERVICES FOR THE DESIGN AND CONSTRUCTION
OF AN ELDERLY MEALS FACILITY TO BE
LOCATED IN CURTIS PARK, 1901 N.W. 24th
AVENUE; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE A PROFESSIONAL SERVICES AGREE-
MENT; DIRECTING THE CITY MANAGER TO
PRESENT A NEGOTIATED AGREEMENT TO THE
CITY COMMISSION FOR APPROVAL UTILIZING
FUNDS FROM THE FEDERAL JOBS BILL THAT
HAVE BEEN ALLOCATED FOR SAID PROJECT.
WHEREAS, the Cit'.7 Cor-ri.sz;ioi-1 on Tune 9, 1983, by
Resolution No. 83-468, allocated $300,000 from the Federal Jobs Bill
to construct an elderly meals facility in Curtis Park, 1901 N.W. 24th
Avenue; and
WHEREAS, on September 7, 1983, by Resolution No. 83-811, the
City Commission designated said project as Category B with respect to
acquiring professional services, in accordance with Section 18-52.3 of
the City Code; and
WHEREAS, in order to implement the project, the City Manager,
through a competitive selection committee, solicited expressions of
interest from qualified consultants and evaluated the qualifications of
those firms that responded; and
WHEREAS, the most qualified firms for providing professional
architectural/engineering services of said project were selected in
accordance with the criteria outlined in Section 18-52.3 of the City
Code; and
WHEREAS, funding for the cost of contracting for professional
services to begin said project is available from the Federal Jobs Bill
and;
WHEREAS, it is in the best interest of the City of Miami to
proceed with this project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The City Commission hereby approves the selection
by the City Manager of the following firms as the most qualified to
provide professional architectural/engineering services for the design
and construction of an elderly meals facility to be located in Curtis
Park in the rank order listed:
1) Zyscovich and Grafton Architects
2) San Martin Associates Inc.
3) Joseph Middlebrooks and Associates.
Section 2. The City Commission hereby authorizes the City
Manager or his designee to negotiate a professional services agreement
on behalf of the City of Miami with the rank ordered firms listed in
Sectionl hereinabove, for design and construction services, beginning
with the first rank ordered firm, for such professional architectural/
engineering services as may be required. During the negotiations
procedure, in the event that the City Manager cannot negotiate an
agreement which, in his opinion, is fair, competitive and .reasonable,
with the first rank ordered firm, then he is hereby authorized to
terminate such negotiations and to proceed to negotiate with the second
most qualified firm. In the event that he fails to negotiate a satis-
factory contract with the second firm, then he is authorized to undertake
negotiations with the third firm until a fair, competitive and reasonable
agreement is reached.
Section 3. The City Manager is directed to present to the
City Commission the negotiated contract at the earliest scheduled
meeting of the City Commission immediately following the negotiation of
the contract, for approval by the City Commission prior to execution,
utilizing funds that have been allocated from the Federal Jobs Bill.

Park Elderly Meals Facility

It is recommended that the City Commission
approve the selection in rank order of the
most qualified firms to provide architec-
tural/engineering services for the design
and construction of an elderly meals faci-
lity to be located in Curtis Park and
authorize the City Manager to negotiate a
contract for said services utilizing funds
from the Federal Jobs Bill allocated for
said purposes, per the attached resolution.
On June 9, 1983 by Resolution 83-468, the City Commission allocated
$300,000 from the Federal Jobs Bill for an elderly meals facility
to be constructed in Curtis Park, 1901 N.W. 24th Avenue.
On September 7, 1983, the City Commission, by Resolution 83-811,
designated the project as Category B with respect to acquiring
architectural/engineering services for the design and construction
of the facility.
In accordance with Subsection (e) (2) ii of Section 18-52.3 of the
City Code, a competitive selection committee was established by
the City Manager with representation from the Departments of Commu-
nity Development, Finance, Fire, Rescue and Inspections Services
and Public Works. A representative of the City Manager's office and
Orlando Urra, the user, also served on the Committee.
On October 14, 1983 approximately 600 letters were mailed to archi-
tectural and engineering firms soliciting expressions of interest
and background information from those interested in being considered
for the project. On October 20, 1983 an advertisement was placed in
local newspapers advising of same.
The selection committee met on October 18, 1983 to finalize the
criteria for the selection process.

In accordance with the provisions established in Section 18-52.3 of
the City Code, the Selection Committee reviewed and evaluated the
letters of interest and background information from the 40 firms that
responded to the City's solicitation.
As a result of their evaluation, 11 firms were selected as the most
qualified for this project and were invited to be interviewed by the
Committee on November 9 and 14, 1983. Those firms were:
1. Russell, Holt, Martinez, Architects, Inc.
2. Zyscovich & Grafton, Architects
3. Boerema, Bermello, Kurki & Vera, Inc.
4. Duany, Plater-Zyberk & Plasencia
5. Joseph Middlebrooks & Associates
6. Arch, Design, and Development, Inc.
7. Ron Frazier & Associates
8. San Martin Associates, Inc.
9. Wallace, Roberts and Todd
10. Jimenez, Camero & Associates
11. Chisholm, Santos, Raimundez
As a result of the interviews, the Committee selected three firms as
the most qualified to provide professional services for the elderly
meals facility. The selection criteria included previous professional
experience, creativity and innovative approach to projects, team
organization, capability of team, ability to meet time schedules,
ability to cost estimate and work within budget and the minority par-
ticipation of team members (prime and sub consultants). The following
are the three firms,in rank order:
1. Zyscovich and Grafton with Fraga Engineers and Maurice Gray,
consulting engineer
2. San Martin Associates Inc. with SDM Consulting Engineers
3. Joseph Middlebrooks & Associates with Siddin Khan and
Associates, consulting engineers
The first two firms have never had the opportunity to participate in
a City project and the third firm has only participated as a sub con-
sultant.
In order to proceed, it is requested that the City Commission approve
the City Manager's selection in rank order and authorize the City
Manager to negotiate a professional services contract beginning with
the firm ranked 1, utilizing funds allocated from the Federal Jobs
Bill for said purpose.
A negotiated agreement will then be presented to the City Commission
for final approval.
