RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT
AN APPLICATION FOR DEVELOPMENT APPROVAL (ADA) TO THE
SOUTH FLORIDA REGIONAL PLANNING COUNCIL FOR THE
SOUTHEAST OVERTOWN/PARK WEST COMMUNITY REDEVELOPMENT
AREA PURSUANT TO FLORIDA STATE STATUTES 380.06 AND
AUTHORIZING THE EXPENDITURE OF UP TO $20,000 FOR
APPLICATION FEES.
WHEREAS, the City Commission approved the Southeast Overtown/Park
West Redevelopment Plan, by Resolution No. 82-755; and
WHEREAS, the ultimate development program for the Southeast
Overtown/Park West Community Redevelopment Project meets criteria
established by the State of Florida for mandatory review under
the Development of Regional Impact Process; and
WHEREAS, the City of Miami is desirous to expedite the
redevelopment process for both publicly and privately initiated
redevelopment activities; and
WHEREAS, the City of Miami has prepared an Application for
Development Approval under the Development of Regional Impact
Process; and
WHEREAS, $20,000 in funding has been set aside in the
Southeast Overtown/Park West Project budget to cover application
fees to the South Florida Regional Planning Council;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manager is authorized to file an
Application for Development Approval (ADA) to the South Florida
Regional Planning Council pursuant to Florida State Statutes
380.06 for the Southeast Overtown/Park West Community Redevelopment
Project.
Section 2. The City Manager is authorized to pay necessary
application fees not to exceed $20,000 for filing the Southeast
Overtown/Park West Application for Development
Approval (ADA).
PASSED AND ADOPTED, this 8 day of December ,
1983.

"It is recommended that the City Commission
approve the attached resolution authorizing
the City Manager to submit an Application
for Development Approval (ADA) to the South
Florida Regional Planning Council for the
Southeast Overtown/Park West Community Re-
development Project pursuant to FSS 380.06,
said application fee not to exceed $20,000.
The City of Miami is required to file an Application for Develop-
ment Approval (ADA) with the South Florida Regional Planning
Council for the Southeast Overtown/Park West Community Redevelopment
Project under the provisions of Florida State Statutes 380.06,
due to the magnitude of the proposed final buildout of the project
which falls under the criteria established for Development of
Regional Impact Review.
The following sized developments proposed for the project area
are presumed to be developments of regional impact in Dade County
based on Florida State Statutes:
- Any residential development that is planned to
create or accommodate 3,000 or more dwelling units
(The project area is planned for 9,000-12,000
dwelling units.)
- Office development that encompasses more than
300,000 sq. ft. of gross floor area. (The project
area is planned for 1,000,000 sq. ft. of office
development. Although for D.R.I. purposes we are
proposing 5,000,000 sq. ft. of commercial space,
office and retail, in order to allow greater
development flexibility.)
While the City will not in actuality develop any of the.structures,
its major role will be in the purchase of land for redevelopment

and creating an environment conducive to stimulate private redevelop-
ment consistent with the redevelopment plan. The preparation
of a blanket Development of Regional Impact Statement will cover
all development activities within the project area until maximum
allowable development limits established by the application are
met.
The development of regional impact process is generally a six to
nine -month arduous process involving considerable expense to a
developer. The availability of a blanket approved ADA for the
project area will be inducement to attract developers and expedite
the overall development process.
Funding for the preparation and appliation fees has been included
in the Southeast Overtown/Park West Redevelopment Project budget.
