A RESOLUTION ACCEPTING THE BID OF MOTOROLA
COMMUNICATIONS AND ELECTRONICS, INC. FOR
FURNISHING ONE (1) COMMUNICATIONS SYSTEM
ANALYZER TO THE DEPARTMENT OF BUILDING AND
VEHICLE MAINTENANCE AT A TOTAL COST OF
$15,500.00; ALLOCATING FUNDS THEREFOR FROM
THE 1983-84 OPERATING BUDGET OF THAT
DEPARTMENT; AUTHORIZING THE CITY MANAGER
TO INSTRUCT THE PURCHASING AGENT TO ISSUE
A PURCHASE ORDER FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received August 26, 1983 for the furnishing of One (1) Communi-
cations System Analyzer to the Department of Building and
Vehicle Maintenance; and
WHEREAS, invitations were mailed to 26 potential
suppliers and 4 bids were received; and
WHEREAS, funds for this purchase are available in the
1983-84 Operating Budget; and
WHEREAS, this equipment will be used by the Department
of Building and Vehicle Maintenance for the purpose of providing
new and additional equipment to isolate and correct communications
system problems; and
WHEREAS, the City Manager and the Director of the
Department of Building and Vehicle Maintenance recommend that the
bid received from Motorola Communications and Electronics, Inc.
be accepted as the lowest responsible and responsive bid:
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The August 26, 1983 bid of Motorola
Communications and Electronics, Inc. for furnishing One (1)
Communications System Analyzer at a total cost of $15,500.00 is
hereby accepted with funds therefor hereby allocated from the
1983-84 Operating Budget of that Department.

Section 2. That the City Manager is hereby authorized
to instruct the Purchasing Agent to issue a Purchase Order for
this equipment.

The Director of the Department of Building
and Vehicle Maintenance recommends the
adoption of a resolution accepting the
lowest responsible and responsive bid from
Motorola Incorporated, for the purchase of
one (1) complete communication system
analyzer at a total cost of $15,500.
On August 26, 1983, four (4) bids were received pursuant to
Bid Number 82-83-101 for a communication system analyzer.
This system will be used by the Communication Services
Division in the performance of their technical duties.
The equipment will isolate communication system problems
and provide information that will assist in the correction
of these problems.
The recommended vendor submitted the second lowest bid;
however, their bid represents the lowest responsive and
responsible submittal. The low bidder is not recommended
because their submittal did not adhere to specification.
A copy of the bid evaluation is enclosed for your review.
Funds for this purchase are available in the Fiscal Year
1984 departmental budget.

The bids of Cushman Electronics, Inc. and
EME-3, Inc. are not recommended due to
failure to comply with the following
specifications:
1) Product offered does not present all
functions in one display.
2) Unit does not present all information
in a continuous auto -ranging digital
display.
3) Unit does not have multi -mode code
synthesizer.
4) Product does not provide Frequency/
Sensitivity/Spuriousness and frequency
error indications over the rana_es and
tolerances required.
5) Cushman monitor does not indicate peak
deviation limits for all deviation
measurements.
6) Has only four (4) digit frequency
counter, in lieu of five (5) specified
7) Monitor has no digital voltmeter
capability on its single display.
The second lowest bid of Motorola Communica-
tions and Electronics, Inc., meets all
specifications and is recommended. Following
