A RESOLUTION ACCEPTING THE BID OF DUPONT
PLAZA CENTER FOR FURNISHING MARINA DOCKSIDE
FUELING SERVICES ON A CONTRACT BASIS FOR ONE
(1) YEAR TO THE DEPARTMENT OF BUILDING AND
VEHICLE MAINTENANCE AT A TOTAL PROPOSED
COST OF $20,000; ALLOCATING FUNDS THEREFOR
FROM THE 1983-84 OPERATING BUDGET OF THAT
DEPARTMENT; AUTI1ORIZING THE CITY MANAGER
TO INSTRUCT THE PURCHASING AGENT TO ISSUE
PURCHASE ORDERS FOR THIS SERVICE, SUBJECT
TO THE AVAILABILITY OF FUNDS.
WHEREAS, pursuant to public notice, sealed bids were
received November 7, 1983 for the furnishing of Marina Dockside
Fueling Services to the Department of Building and Vehicle
Maintenance; and
WHEREAS, invitations were mailed to 29 potential
suppliers and 5 bids were received; and
WHEREAS, funds for this purchase are available in the
1983-84 Operating Budget; and
WHEREAS, this service will be used by the Department
of Building and Vehicle Maintenance for the purpose of providing
fuel for the operation of the Police Marine Patrol Boats; and
WHEREAS, the City Manager and the Director of the
Department of Building and Vehicle Maintenance recommend that
the bid received from DuPont Plaza Center be accepted as the
lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The November 7, 1983 bid of DuPont Plaza
Center for furnishing Marina Dockside Fueling Services on a
Contract Bais for One (1) Year to the Department of Building and
Vehicle Maintenance at a total proposed cost of $20,000.00 is
hereby accepted with funds therefor hereby allocated from the
1983-84 Operating Budget of that Department.

Section 2. That the City Manager is hereby authorized
to instruct the Purchasing Agent to issue Purchase Orders for
this service, subject to the availability of funds.

PATROL BOATS ON A ONE YEAR CONTRACT BASIS AT A TOTAL
ESTI:TATED COST OF $20,000.00.
Sealed bids were received on November i, 1-983, for furnishing marina
dockside services on a contract basis for a one year period for the
Department of Building and Vehicle Maintenance.
Bids were received from rive vendors as shown on the attached tabulation
of bids. Four of the vendors failed to meet specifications because they
are not located on Biscayne Bay.
This bid is for an agreement to furnish Marine Regular Gasoline to Police
Department Marine Patrol Boats on a contract basis for a one year period
as required.
Funds in the amount of $20,000.00 are available in the 1983/84 Department
of Building and Vehicle :Maintenance operating budget.

The second lowest bid of DuPont Plaza Center
for item 1, Marina Regular Gasoline, meets
all specifications and is recommended.
The unit discount offered (9%) is considerably
lower than that offered to the City by the
awardee of the Dade County Contract (49635),
Merrill Stevens Dry Dock ($0.02) as indicated
on the tabulation. No other bids were
received for this item.
No award is recommended for item 2, Outboard
Motor Oil. Bids Received for this item were
higher than that available under a Dade
County Contract (#9215), as indicated on the
tabulation. Estimated requirements for this
item amount to $1728.00 at the County b�.d
price.

Minority Partici ation: A "No -bid" was received from one of the
three Black Mincrity firms sent invitations
to bid. The Hispanic Minority firm responded
with a bid and is detailed in the Evaluation,
above.
Reasons for "No Bid" were as follows:
1. "We do not deal in this type of commodity."(Black Business)
2. "Unable to meet delivery requirements."
3. "We cannot offer quotations for this type delivery at the present
time."
4. "Could not be competitive with other facilities."
5. "Do not market gasoline and motor oil products. Bid packages
has been forwarded to the proper Division of the Company."
Two potential bidders, previously awarded County contracts, were
contacted for an explanation as to why they did not reply.
Merrill -Stevens Dry Dock stated that the bid was misplaced, but that
they would be willing to offer their current County pricing tc the
Cite. Sportser-iice, :nc. stated that the anticipated -o l.:me of city
business and the high administrative cost of servicing our account are
not conducive to competitive pricing at this time.
RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE
TO DUPONT PLAZA CENTER IN THE AMOUNT OF
$20,000.00.
