FOR FURNISHING 150 CROWD CONTROL BARRIERS AT A COST OF $73.00 EACH, TO THE OFFICE OF STADIUMS AT A TOTAL COST OF $10,950.00; ALLOCATING FUNDS THEREFOR FROM THE 1983-84 OPERATING BUDGET OF THAT DEPARTMENT; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE A PURCHASE ORDER FOR THIS EQUIPMENT. WHEREAS, pursuant to public notice, sealed bids were received November 18, 1983 for the furnishing of 150 portable Crowd Control Barriers to the Office of Stadiums; and WHEREAS, invitations were mailed to 24 potential suppliers and 4 bids were received; and WHEREAS, funds for this purchase are available in the 1983-84 Operating Budget; and WHEREAS, this equipment will be used by the Office of Stadiums for the purpose of providing new equipment needed to effectively direct Orange Bowl patrons in an orderly and safe manner; and WHEREAS, the City Manager and the Director of the Office of Stadiums recommend that the bid received from F. R. Industries, Inc. be accepted as the lowest responsible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The November 18, 1983 bid of F. R. Industries, Inc. for furnishing 150 Crowd Control Barriers at a cost of $73.00 each to the Office of Stadiums at a total cost of $10,950.00 is hereby accepted with funds therefor hereby allocated from the 1983-84 Operating Budget of that Department. The award of th..is bid is needed as soon as possible so that the Orange Bowl Stadium can take delivery of the said crowd control barriers in time for the Orange Bowl Classic and the N.F.L. Playoffs. The low bid of F.R. Industries, Inc. meets all specifications and is recommended. All other bids meet the specifications. Of the six, the only respcnse was a "no bid" from a Hispanic firm. Reasons for "No Bid" were as follows: 1. "Unavailable at this time." (Hispanic Business) 2. "Cannot provide barriers to your specs." 3. "Not a manufacturer of crowd control barriers." RECOMMENDATION: IT IS RECOMMENDED THAT THE AWARD BE MADE TO F.R. INDUSTRIES, INC.
