RESOLUTION NO.
A RESOLUTION ACCEPTING THE BID OF LITTON
OFFICE PRODUCT CENTER, INC. FOR FURNISHING
AND INSTALLING MODULAR OFFICE FURNISHINGS,
WORKSTATIONS AND PARTITIONS IN THE CITY
HALL MEZZATIINE AREA FOR THE DEPARTMENT OF
OF PUBLIC WORKS AT A TOTAL COST OF $35,235.00;
ALLOCATING FUNDS THEREFOR FROM THE 1983-84
SPECIAL PROGRAMS AND ACCOUNTS - CONTINGENCY
FUND; AUTHORIZING THE CITY MANAGER TO
INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE
ORDERS FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received March 19, 1984 for the furnishing of Various Modular
Furnishings, Workstations, Structural Panels and Installation
in the City Hall Mezzanine to the Department of Public Works;
and
WHEREAS, invitations were mailed to 38 potential
suppliers and 4 bids were received; and
WHEREAS, funds for this purchase are available in the
1983-84 Special Programs and Accounts - Contingency Fund; and
WHEREAS, this equipment will be used by the Department
of Public Works for the purpose of providing new equipment to
improve the working environment and to accommodate Computer
Terminals at City Hall's Mezzanine; and
WHEREAS, the City Manager and the Director of the
Department of Public Works recommend that the bid received from
Litton Office Products Center, Inc. be accepted as the lowest
responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF
THE CITY OF MIAMI, FLORIDA:
Section 1. The March 19, 1984 bid of Litton Office
Products Center, Inc. for furnishing and installing Modular
Office Furnishings, Workstations and Partitions in the City Hall
Mezzanine area to the Department of Public Works at a total
cost of $35,235.00 is hereby accepted with funds

Section 2. That the City Manager is hereby authorized

The Department of Public Works has determined a
low bidder for the Workstations and Sound Control
Partitions for the City Manager's and Mayor's
Offices. The attached proposed resolution
accepts the bid received on March 19, 1984 of
Litton/LOPC in the amount of S15,235.05, and
authorizes the City fjanager to enter into a
contract on behalf of the City.
Burroughs B-20 Computers and Printers have been acquired by the City Manager's
Office which do not fit on the existing secretarial desks and still allow for
sufficient workspace. These new workstations will accomodate the equipment
and satisfy the ergonomic needs of the operators. The Sound Control
Partitions will provide an iciproved working environment for the secretarial
personnel of both the City Hanagor's and the Mayor's Offices, who are located
either on the mezzanine areas or near the photocopy machine. The noise
generated in these areas at present is reducing the effectiveness of the
personnel working there.
Bids for this equipment were received on March 19, 1984. As reflected in the
tabulation of bids, the S35,235.05 bid of Litton/LOPC is the lowest
responsible bid. The engineers estimate was S50,000.00.
The total cost of these furnishings and panels is $35,235.05, and will be
funded from previously allocated funds in the Contingency Fund.

MINORITY PARTICIPATION: Bid Invitations were sent to five (5) Black
and fourteen (14) Hispanic Businesses that are engaged in the
sales of Furniture, as evidenced by their City Bidder Applications
and responses to previous bids. Replies were as follows:
One (1) Bid: from Executive Office Products, a Hispanic firm
Three (3) "No Bids": Alpha Business Services, Inc., and Classic
Stationers, Inc. (Black -owned firms), and Professional
Business Enterprises, (a iispanic firm).
BID EVALUATION: A split award for different manufactured
products is not recommended, despite potential cost savings,
because individual items are components of a modular furnishing -
panel system, requiring physical interconnection of pieces. Such
would be impossible using products of different manufacturers.
Two (2) bids were received for the same manufacturer's product,
from Litton Office Products and Thomas W. Ruff and Company.
The latter submitted low bids on only four (4) individual items,
at a cost savings of $634.00, while Litton conditioned acceptance
of his bid on an "all -or none" basis. Therefore, Litton, the low
bid overall, is recommended. Following is an analysis of the
