FOR FURNISHING PAINT AND PAINTING SUPPLIES ON A CONTRACT BASIS TO PARTICIPANTS IN THE GREAT NEIGHBORHOODS RESIDENTIAL EXTERIOR PAINT PROGRAM FOI? THE DEPARTMENT OF COMMUNITY DEVELOPMENT AT A TOTAL PROPOSED COST OF $23,000.00; ALLOCATING FUNDS THEREFOR FROM THE 8th YEAR COMMUNITY DEVELOPMENT FUND; AUTHORIZING THE CITY MANAGER TO INSTRUCT THE PURCHASING AGENT TO ISSUE PURCHASE ORDERS FOR THESE MATERIALS. WHEREAS, pursuant to public notice, sealed bids were received February 6, 1984 for the furnishing of Paint and Painting Supplies on a Contract Basis to approximately 100 Participants in the Great Neighborhoods Residential Paint Program for the Depart- ment of Community Development; and WHEREAS, invitations were mailed to 34 potential suppliers and 8 bids were received; and WHEREAS, funds for this purchase are available in the 8th Year Conununity Development Fund; and WHEREAS, these materials will be used by the Department of Community Development for the purpose of providing requisite materials and instruction to the program's participating home- owners who will apply the materials themselves, under the City's direction; and WHEREAS, the City Manager and the Director of the Department of Community Development recommend that the bid received from Devoe Raynolds Company, Inc. be accepted as the lowest respon- sible and responsive bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The February 7, 1984 bid of Devoe and Raynolds Company for furnishing Paint and Painting Supplies on a Contract Basis to Participants in the Great Neighborhoods Residen- tial Exterior Paint Program for the Department of Community Develop - CITY ComMISSION I.P.— U 1'I I'v G or 0 ment at a total proposed cost of $23,060.00 is hereby accepted with funds therefor hereby allocated from the 8th Year Community Development Fund. Pursuant to public notice, sealed bids were received on February 6, 1984, from eight (8) firms interested in furnishing paint and paint- ing supplies on a contract basis, for a term not to exceed one year from award of purchase order, for the residential paint program administered by the Department of Community Development. This program, available to residents of Allapattah and Buena Vista, will provide the opportunity for homeowners to acquire paint and painting supplies, at no cost to the homeowners to paint the exterior of their homes. Homeowners participating in the program will be responsible for painting the house. Funds for this purpose are available from 8th year Community Development funds. /cr 84-441 AWARD OF BID Bid No. 83-84-41 ITEM: House Paint and Painting Supplies DEPARTMENT: Community Development TYPE OF PURCHASE: Single Purchase REASON: New equipment and supplies required for distribution to an estimated 100 homeowner participants in the C.D. Great Neighborhoods Residential Program. POTENTIAL BIDDERS: 37 BIDS RECEIVED: 8 TABULATION: Attached FUNDS: 8th Year Community Development Funds MINORITY PARTICIPATION: Bid invitations were sent to three (3) Black and nine (9) Hispanic Businesses engaged in the sales of Applications or by an October 1983 extract from the Metro Dade County Minority Procurement Listing. One (1) bid was received from a Hispanic owned firm, Caribbean Paints Manufacturing Co. No other Minority response was received. BID EVALUATION: Despite instances of log, bid for individual items and subsequent savings, a split a-N%ard is not recommended due to the nature and administration of the Neiglabor.hood Project, which will require the Cont:.ractor to attend pi: oicct mceti,nc;s and homeottijner-parti.ci_pants to xedoem Ci.ty­ J, sued vouc})c_r. s and pick; up supplies at the Cont.ractor's facility. The low bid of M.A. Bruder_ and Sons, Inc. is not recommended because the total savings afforded (from $485.00 to $586.00, approximately,depending on Homeowner's selection of paint and trim color) over the recommended bid does not justify the delays in the program's operation due to his lengthy inventory set-up (14 days for each phase) and time required to fill each voucher. (14 days after receipt). Devoe and Raynolds Company can set up inventory in one day, can fill vouchers immediately upon receipt, and is therefor recommended. "As some of our dealers in the Miami area are minority owned, we are encouraging them to submit bids instead." 2. "The City bid has too little volume to accommodate the adminis- trative detail." 3. "We are not located within the City limits of Miami as required." 4. "We do not manufacture the type of products listed at this time." 5. "We do not have the facilities to expedite this type of pur- chasing." 6. "We carry no oil based paints nor enough gallon -size base mix for such a demand."
