A RESOLUTION ACCEPTING THE PTD OF DEBRA
TURF AND INDUSTRIAL EQUIPMENT FOR FURNISHING
TWO (2) GOLF COURSE MOWERS TO THE DEPARTMENT
OF PARKS AND RECREATION AT A TOTAT., COST OF
$22,860.00; ALLOCATING FUNDS THEREFOR FROM
THE 1983-84 GOLF COURSE ENTERPRISE FUND;
AUTHORIZING THE CITY MANAGED. TO INSTRUCT THE
PURCHASING AGENT TO ISSUE A PURCHASE ORDER
FOR THIS EQUIPMENT.
WHEREAS, pursuant to public notice, sealed bids were
received January 4, 1984 for the furnishing of two (2) Golf
Course Mowers (one Rotary Riding Mower_ and one 5 Gang Rough
Mower) to the Department of Parks and Recreation; and
WHEREAS, invitations were mailcd to 24 potential
suppliers and 6 bids were received; and
WHEREAS, funds for this purchase are available in the
1983-84 Golf Course Enterprise Fund; and
WHEREAS, this equipment will be used by the Department
of Parks
and ):ecreation
for
the purpose
of replacing worn and
obsolete
equipment for
the
maintenance
of Miami Springs and
Melreese Golf Courses; and
WHEREAS, the City Manager and the Director of the
' Department of Parks and Recreation recommend that the bid received
i� from DeBra Turf and Industrial Equipment Company be accepted as
the lowest responsible and responsive bid;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The January 4, 1984 bid of DeBra Turf and
Industrial Equipment Company for furnishing Tvo (2) Golf Course
Mowers to the Department of Parks and Recreation at a total cost
of $22,860.00 is hereby accepted with funds therefor hereby
allocated from the 1983-84 Golf Course Enterprise Fund.

Section 2. That the City P4anager is hereby authorized
to instruct the Purchasing Agent to issue a Purchase Order_ for
this equipment.

"It is recommended that the bid of Debra
Turf and Industrial Equipment Company be
accepted as the lowest bid meeting speci-
fications for 1) an Excel Hustler 305,
72" riding mower at a cost of 513,710,
and 2) a Jacobson five gang Blitzer mower
at a cost of S9,150, for use at the City's
Melreese and Miami. Strings Golf Courses,

Pursuant to solicitation of bids for once rotary,, mower and one five
gang mower, as specified, to be tai._i li.zed for golf c:our:,e maintenance
by the Department of Parks and Recreation, : i:•; (6) bids and four (4)
no bids were received.
An evaluation has determined the bid of Debra Turf and Industrial
Equipment Company to be the lowest bid meeting specifications, as
follows: 1) the Excel Hustler 305, 72" riding mower at a cost of
$13,710, and 2) a Jacobson five gang Blitzer mower at a cost of
$9,150. This equipment will be utilized at the Melreese and Miami
Springs Golf Course facilities. Funding is available from the Golf
Course Enterprise Fund Operating Budget.
It is, therefore, recommended that the bids of Debra Turf and Indus-
trial Equipment Company for said equipment be awarded as tier the
attached resolution.

MINORITY PARTICIPATION: Bid Invitations were sent to bidders
engaged in the sale of "Lawn Mowers","Heavy Equipment" and
"Machinery", crossfiled,as evidenced by previous bids and
Bidder Applications. These included three (3) Hispanic and
two (2) Black firms. No replies were received from Minority
Businesses.
BID EVALUATION: The follo��,ing bids are not recommended
due to failure to conform to specifications
indicated.
ITEM 1: Hydraulic Rotary Mo\-.,er
Bids of Florida Turf Egg iient, Inc_., hector 'Turf and
Garden, and alternate bid of DeBra Turf and industrial
Equipment failed to provide dual. hydrostatic controls
to each \,,,heel (for maneuverability) and separate wheel
drive motors (for heavy operations) as required.
Bid of Kut Kwick Corporation did not provide diesel
engine as specified.
Bid of ACE Lawnmower & Service, Inc., offered equipment
which lacked separate wheel drive motors as stipulated.
ITEM 2: 5 Gang hough Mower
Bid of Hector Turf and Garden, and alternate bid of
DeBra Turf and Industrial Equipment offered lightweight
mowers in lieu of heavy rough mower specified.
Bid of Mac's Lawn Mowers proposed a chain driven drive
line, where gear driven was required.
All other bids meet the specifications.
