Gary City Manager ' This memorandum and attached report has been developed at the request of the City Commission to address the downtown traffic flow problems. It is intended that we identify the specific problems, offer some short term solutions to provide temporary immediate relief and some long term solutions that will offer continuing assistance in the flow of traffic downtown. The situation existing in downtown Miami is the result of an evolutionary process that has taken place over the years and will certainly require a protracted length of time to adequately solve all those problems. However, there are some initial steps that can be taken that will alleviate some of the immediate congestion and reduce the impact of downtown people mover construction. Immediately the City of Miami Police Department will increase the presence of police officers and public service aids during peak traffic rush hours, 7-9 a.m. and 4-6 p.m. weekdays and other times when traffic congestion dictates immediate reaction to divert traffic. It must be understood that we are now shifting our downtown policing emphasis to facilitating the flow of traffic throughout the central business district. Additionally the following actions can be readily accomplished that will offer improvement to the traffic flow: (1) Remove parking meters on main thoroughfares. a) Miami Avenue b) Northeast Second Avenue c) Northeast First Avenue d) or other places (2) Prohibit (tow -away) parking along these main thorough- fares from 7:00 to 9:00 a.m. and 4:00 to 6:00 p.m. (3) Strictly enforce these loading zones with beat officers and the Enforcement Unit. (4) Make some adjustments to traffic flow through Metro - Dade Traffic Engineer by: a) Re-routing some traffic b) Re-laneing some streets c) Placing street signs at appropriate locations d) Traffic signal changes or relocation M o ri a N 83-1174 r Honorable Mayor and Members of the City Commission Page :2 Immediate resolutions to solvable specific traffic congestion sites nave been recommended by the Police Department in a block - by -block presentation and are included in the attached document. On a long term basis the following solutions are offered that will do much to alleviate the traffic problems that will be induced throughout the construction of the downtown people mover. It is anticipated that during the next 12-18 months additional constraints will be placed on the flow of traffic downtown. The Miami Police Department, through the use of traffic control officers, stringent enforcement of parking regulations and the use of major media efforts to inform the driving public of best routing through downtown. ...Improved street alignment, continuity, selected widening to improve capacity. ...Additional one-way streets in the north -south direction. ...Additional Miami River crossings with improved access. ...City staff together with Dade County Public Works Depart- ment developed a quality traffic engineering program to serve the needs of downtown Miami. ...Additional staff approved directional signing of the interstate system. RECOMlIE14DATION : It is recommended that the City Commission adopt a motion direct- ing: (1) Mr. Roger Carlton, Director of the Off -Street Parking Authority, to remove parking meters from the main thoroughfares, specifically identified in the attached report and install additional meters after written concurrence has been obtained from the Miami Police Department. (2) Prohibit parking along main thoroughfares from 7-9 a.m. and from 4-6 p.m. (3) Direct the City Manager to strictly enforce loading zones. (4) Direct the City Manager to work with Metropolitan Dade County traffic engineering to affect re-routing of traffic and re-laneing of certain street after the placement of additional street signs to aid in the flow of traffic, and change certain traffic signal loca- tion. (5) Execute a media program that will provide continuing information on the best routes for traffic to travel through downtown. 83-1174 • Move loading zones to existing meter sites. • Loading zone and parking to be prohibited during the hours of 7:00 - 9:00 a.m. and 4:00 - 6:00 p.m. Monday thru Friday. JUSTIFICATION The first recommendation will facilitate traffic south bound who want to take I-95 and/or go south to Southwest 2nd Street. RECOMM OMATION • The traffic flow of the south bound lane of South Miami Avenue from Southwest 2nd Street to the I-95 exit, be changed to one-way north, with a mandatory t .. "LEFT TURN ONLY" on to Southwest 2nd Street and also merging right on to South Miami Avenue (north). • Remove traffic signal device at I-95 exit on Miami Avenue, place stop sign on Miami Avenue for north bound traffic at Southeast 3rd Street. JUSTIFICATION The first recommendation will dedicate a single lane for "LEFT TURN ONLY" increasing exit floe• from the I-95 ramp and separate north bound traffic on Miami Avenue. The second recommendation will decrease the back-up of . traffic on I-95 allowing faster north bound movement. Between the hours of 7:00 to 9:00 a.m. The phase is now one and a half (lD minutes, should be increased to two and a half (2D minutes. - The extreme southern south bound exit ramp from I-395 onto Northeast Second Avenue must be delineated by traffic control buttons (lane deviders) from this exit south to Northwest Eleventh Street. The northern southbound exit from I-395 onto Northeast Second Avenue would continue south (controlled by the buttons) prohibiting a right turn at Northeast Eleventh Street. M JUSTIFICATION This adjustment along with the other recommended changes will insure a major three (3) lane throughfare from I-395 to the Miami River. RECOMMMiDATION • The two northern most lanes should lead directly onto Biscayne Blvd. directing east bound traffic to turn north. , • The third northern most lane should allow the motorist an option to follow the direction of north bound traffic lane to Biscayne Blvd. or to turn south toward the Miami River area. • The southern most lane should continue as existing (right turn only). • The parking garage at the bank should employ an officer to direct traffic during the afternoon rush, 4:00 p.m. to 6:00 p.m.. • All traffic control signs should remain as posted. JUSTIFICATION A majority of the east bound traffic is headed north on Biscayne Blvd..
