AN EMERGENCY ORDINANCE AMENDING SECTION 1 OF
ORDINANCE NO. 9684 ADOPTED SEPTEMBER 29, 1983, THE
ANNUAL APPROPRIATIONS ORDINANCE FOR FISCAL YEAR
ENDING SEPTEMBER 30, 1984, BY INCREASING THE
APPROPRIATIONS IN THE GENERAL FUND FOR THE OFFICE
OF INTERNAL AUDIT IN THE AMOUNT OF $28,579 AND BY
DECREASING THE APPROPRIATIONS FOR SPECIAL PROGRAMS
AND ACCOUNTS, CONTINGENCY FUND IN THE LIKE AMOUNT
FOR THE PURPOSE OF FUNDING AN ADDITIONAL STAFF
AUDITOR SENIOR POSITION, WHICH WILL EXCLUSIVELY
AUDIT SPECIAL GRANTS AND FUNDING REQUESTS APPROVED
BY THE CITY COMMISSION; CONTAINING A REPEALER
PROVISION AND A SEVERABILITY CLAUSE.

BE IT ORDAINED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA:
Section 1. Section 1 of Ordinance No. 9684, adopted September 29, 1983,
the Annual Appropriations Ordinance for fiscal year ending September 30, 1984,
is hereby further amended in the following particulars: 1/
"Section 1. The following appropriations are made
for the municipal operation of the City of Miami,
Florida, for the fiscal year 1983-84 including the
payment of principal and interest on all General
Obligation Bonds:
Departments, Boards, and Offices Appropriations

Section 2. The herein appropriation of $28,579 is for the purpose of
funding an additional Staff Auditor Senior position which will exclusively audit
special grants and funding requests approved by the City Commission,
Section 3. All ordinances or parts of ordinances insofar as they are
inconsistent or in conflict with the provisions of this ordinance are hereby
repealed.

Section 4. If any section, part of section, paragraph, clause, phrase, or
word of this ordinance is declared invalid, the remaining provisions of this
ordinance shall not be affected.

Section 5. The requirement of reading this ordinance on two separate days
is hereby dispensed with by an affirmative vote of not less than four -fifths of
the members of the Commission.
Section 6. This ordinance is hereby declared to be an emergency measure on
the grounds of urgent public need for the preservation of peace, health, safety
and property of the City of Miami and upon the further ground of the necessity
to make the required and necessary payments to its employees and officers,
payment of its debts, necessary and required purchases of goods and supplies and
to generally carry on the functions and duties of municipal affairs.

It is recommended that the City Commission',
increase the General Fund Allocation for the
Office of Internal Audit in the amount of $289579 � °
and by decreasing the appropriations far Special
Programs and Accounts, Contingency Fund in the
like amount for the purpose of funding an
additional Staff Auditor Senior position, which
will exclusively audit special grants and funding
requests approved by the City Commission.
The City Manager's Office and the Office of Internal Audit, at the direction of
the City Manager has established comprehensive procedures for the administrative
review and evaluation of special funding requests made to the City Commission by
an individual, community group, civic or professional organization or a sponsor
of a specific program or festival. This evaluation shall include requests for
financial support, in kind City services, fee waivers which may or may not be
specifically funded in the annual operating budget. The City Manager is
currently reviewing these revised procedures which will tighten controls before
issuing -an administrative directive outlining the specific guidelines that must
be followed to insure that the interest of the City is protected.
The duties and responsibilities of this position will include the following:
1. Selection in a random fashion of a certain percentage of special grants
for a detailed audit actually performing same.
2. Conducting seminars with the various administrative departments that
monitor these special grants of their role in assisting these
organizations in meeting their stated goals in accordance with the
commitments made to the City Commission.
3. Assist new programs in documenting their fiscal activities as they
relate to the receipt and expenditure of City funds.
4. Make reports to the City Internal Auditor as required.
The attached ordinance is prepared for the December 15, 1983 City Commission
meeting.
