Allocations

This memorandum provides the recommendations requested by the City Commission
on January 5, 1984.
Prior to January 5th, the City Commission allocated $544,020 of the total
$1,120,000 of FY'83-84 Federal Revenue Sharing funds set aside for social ser-
vices programs. This allocation has provided funding, through January 31,
1984, to 19 existing programs and two new programs: Centro Mater and United
Family and Children's Services. In addition, funding was provided to the
Carey Branch of Martin Technical College through September 30, 1984. These
actions left an uncommitted balance of $575,980.
At its meeting of January 5, 1984, the City Commission allocated $60,000 of
FY'83-84 Federal Revenue Sharing funds for School Crossing Guards. This action
reduced the amount of funds set aside for social programs and remaining to be
allocated to $515,980. If the existing and new projects were funded at the
level previously approved by the Commission, a total of $807,185 would be need-
ded to operate the projects through September 30, 1984. However, this action
would create a deficit of S291,205. Therefore, the Commission directed staff
to analyze each project, according to the following priorities which provide
for a) the needs of the hungry, b) taking care of the sick, and c) related sup-
port services related to (a) and (b). Those projects or portions of projects
that fall in these categories would'be recommended for funding. Remaining
funds, if any, would be available for other activities. The Commission defined
the categories as follows:
1) Needs of the hungry . serving and providing food for hungry people.
2) Taking care of the sick providing medical care for conditions which
would result in hospitalization; however, not
including mental health services.
3) Related support services those services necessary to carry out (1)
and (2), i.e., transportation, etc.
Therefore, staff used the following methodology in analyzing the programs and
budgets submitted by the agencies:

1) Projects or portions of projects which propose to provide for food were
listed. These projects total $263,175, leaving an available balance of
$252,805.
2) Projects or portions of projects which propose to provide direct medical
services were listed. These projects total $6,343; when added to the
food activities, allocations then total $269,518, leaving an available
balance of $246,462.
3) Then, projects or portions of projects which provide related support
services were listed. These projects total $194,149; when added to
direct food and medical services total $463,667.

4) Since a balance of $52,313 remains, it is recommended that these funds be
set aside as a contingency to provide phase out funds which may be needed by
projects funded through January 31st that would not be funded under this
method.
The following projects that had previously received funding through January 31st
would not receive funding under this method:

The chart on page 4 details the information outlined above.
If the Commission chooses to follow another methodology, we have calculated,
for your information, alternative percentage reductions which would be applied
to all projects in order that the total funding allocated conform with the
available balance. These percentage reductions range from 29`,: to 42", depend-
ing on the total number of projects funded. These calculations are detailed on
page 5.
Note that the Carey Branch of Martin Technical College was allocated $175,000
through September 30, 1984. Therefore, that allocation was not considered as
part of the calculations discussed above. Should Martin Technical be considered,
the percentage reductions would change. These calculations are presented on
page 6.
