The Miami Police Department has selected Officers Mario Carballo
and Aramis Morales as the Most Outstanding Officers of the Month
for October 1983.
Last month Officers Carballo and ;Morales compiled an excellent
record of 16 felony and 4 misdemeanor arrests as well as recovery
of 4 stolen cars.
While investigating a call several weeks ago in reference to
shots fired at an apartment in northwest Miami, Officers Carballo
and Morales uncovered a cocaine operation. Over two pounds of
cocaine was confiscated as well as cutting agents and other
paraphernalia. Most of the cocaine was found inside several
pre -packed and labeled containers. The suspect was arrested and
charged with Sale and Possession of Cocaine.
On October 3rd, Officers Carballo and Morales received a call in
reference to a possible suicide attempt. Upon arriving they
observed a man sitting inside a vehicle; he had a gun in his hand
and said he was going to blow his brains out. Both officers spoke
to the man for almost an hour in an attempt to convince him not
to kill himself. The officers succeeded and the man was taken to
the Crisis Intervention Center for evaluation and treatment. Officers
Carballo and Morales were praised by the man's doctor for their
actions.
Several weeks ago the :Miami Homicide Detail out out a bulletin for
a suspect wanted for a murder committed in January. Officers
Carballo and Morales ran a check on the tag of a car thought to
belong to the offender and came up with an address. The officers
proceeded to the location, observed the vehicle in question and
requested Homicide investigators to respond. While waiting for
units to arrive, Officers Carballo and Morales surrounded the
house and observed two men armed with pistols exit a side door.
One of the men was carrying a briefcase. The subjects were arrested
by Officers Carballo and Morales. The briefcase contained almost
W0,000 worth of pure cocaine. One offender was charged with
Trafficking in Cocaine and the other was charged with Carrying
a Concealed Firearm and Reckless Display of Firearm.

Officer Carballo, 28, has been with the police department two
years, during which time he has been assigned to Patrol. He is
the recipient of 16 departmental commendations. His dedication
to duty and persistent investigation has led to the arrest of
numerous felony offenders.

November 1983

The Miami Police Department has selected Officers Pete Gutierrez
and Ramon Perez as the Most Outstanding Officers of the Month for
November 1983.
Last month Officers Gutierrez and Perez compiled an excellent
record of 14 felony arrests and 14 felony assists as well as
the confiscation of $3,000,000 worth of cocaine, $300,000 in
counterfeit money, $6,000 in U.S. currency, five vehicles and
five handguns.
Several weeks ago Officers Gutierrez and Perez were working in an
undercover capacity posing as high level narcotic traffickers.
They proceeded to an address in the northwest section of Miami
to negotiate a deal with two suspects for the delivery and sale
of 31 kilograms of cocaine (street value: $900,000). The
offenders supplied the undercover officers with the cocaine and
were subsequently arrested for Sale, Delivery and Possession of
Cocaine, Trafficking in Cocaine and Conspiracy to Traffic in
Cocaine.

On November 2nd Officers Gutierrez and Perez, working on another
undercover operation, met with a drug dealer at his residence to
negotiate a deal. Once inside the officers purchased two kilos
of cocaine (street value: $500,000). The offender was arrested
for Sale and Possession of Cocaine and Trafficking in Cocaine.
Besides the cocaine that was seized, two weapons were also confiscated.
Later that same day Officers Gutierrez and Perez, again playing
the role of high level narcotics traffickers, met with a suspect
at a local shopping center. The offender negotiated with the
officers the sale of one kilogram of cocaine on the condition the
transaction take place at the supplier's home. After reaching the
house, the cocaine, worth $250,000 on the street, was delivered to
and purchased by the officers. Arrested at the scene were four
offenders for Sale, Possession and Delivery of Cocaine, Trafficking
in Cocaine and Conspiracy to Traffic.

On November 3rd, Officers Gutierrez and Perez received information
about a sophisticated, high level money counterfeiting organization
looking for buyers for its bills. Officers Gutierrez and Perez,
in conjunction with the United States Secret Service, negotiated
a deal to purchase $300,000 worth of counterfeit money for
$25,000. Once the exchange was made, the counterfeiter was arrested
for Grand Theft and Possession and Sale of Counterfeit Bills.
Two vehicles were also confiscated.
Officer Gutierrez, 33, has been with the Miami Police Department
four years. He started his career in Patrol and transferred to
the Narcotics and Vice Unit two years ago. He is a very dedicated
officer and the recipient of numerous departmental commendations.
Just two months ago Officer Gutierrez was selected as Most
Outstanding Officer of the Month after he and his partner led
several undercover operations which resulted in 17 arrests and
recovery of one and a half million dollars worth of narcotics.
Officer Perez, 26, has been a Miami Police Officer three years.
He too started his career in Patrol and after one year transferred
to Narcotics and Vice. Officer Perez has received 16 commendations
for his outstanding performance of duty.
