WHEREAS, a neighborhood newsletter is needed to keep the
citizenry informed renardinn the activities and
accomplishments of the City of Miami novernment; and
WHERFAS, the cost for a neighborhond newslPt.ter has heen
budgeted within the printinn hudget of the Department of
Economic Development/nfficp of Public Information:
NOW, THEREFORE, RE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The City Manaqer is hereby authorized to
approve the publication and distribution of a neiqhborhood
newsletter "CITY PULSE" by the Department of Economic
Development in cooperation with the Office of Public
Information, subject to compliance with such procurement code
provisions as may be applicable.

ENC;.OSURES.
Consistent with your organizational objective of keeping the
citizenry informed regarding the activities and accomplishments
of the City of Miami government, I am hereby requesting your
approval of the publication and distribution of City Pulse --
a neighborhood newsletter.
Listed below are some major points regarding this newsletter:
PURPOSE
To fully inform city residents regarding the activities, services,
and accomplishments of city government, via a newsletter similar
to other neighborhood publications of major cities throughout
the United States and similar to the Downtown Development Authority
newsletter, City News.
FORMAT
16� x 11h in size, printed in two colors. The paper would be
newsprint stock, similar to the type used by regular newspapers.
NUMBER OF PAGES & LANGUAGES
Twelve pages --six in English and six in Spanish.
COST
The cost is already budgeted within the printing budget of the
Department of Ficonomic Development/Office of Public Information.
The estimates by local leading printers are as follows: $2,500
per issue, i.e., a total of $15,000 per year for 50,000 copies/
issues.
CONTENTS
A proposed grid listing the stories that would be covered in the
first issue has been attached to provide information on the type
of stories that would be published (See Attachment I).

See Attachment II for a proposed distribution list.
CONTRIBUTING STAFF
It is anticipated that contributing editors will be appointed in
various Community Based Organizations (CBOs) as well as in a
number of city departments with direct public contact, such as
Recreation, Parks, Police, Fire, Community Development, etc.
Additionally, the staff of the Department of Economic Development/
Office of Public Information would generate most of the material
for the newsletter, as well as the photographic coverage required,
in the same manner it is done for Cityscape.
EDITORIAL BOARD
The following departments will be represented on the Board which
will make major decisions on City Pulse: Police, Fire, Recreation,
Community Development, Parks, Economic Development/Office of
Public Information, International Trade Promotion, Public Works,
Planning and Solid Waste.
PRODUCTION SCHEDULE
The newsletter would be published on the 15th day of every other
month. Deadline for submission of material by the contributing
staff to the Department of Economic Development/Office of Public
Information would be on the 25th day of the previous month, in
order to allow for enough time for editing, rewriting and layout.
The edited material would be submitted to the chosen typesetting
firm on the first day of the month of publication, and the final
camera-ready paste-up would be delivered to the printers on the
tenth day of the month of publication.
It should be emphasized that this publication has already been
budgeted and that Community Development is interested in contribu-
ting funds to subsidize the cost of publication, if approved by
the City Commission.
