A RESOLUTION APPROVING THE
SELECTION BY THE COMPETITIVE
SELECTION COMMITTEE OF THE MOST
QUALIFIED FIRMS TO PEOViDE
LAND/SURVEY SERVICES FGR CITY
CONSTRUCTION PROJECTS; AUTHORIZING
THE CITY MANAGER TO NEGOTIATE
PROFESSIONAL SERVICES AGREEMENTS
WITH THE THREE TOP RATED FIRMS TO
PROVIDE SURVEY SERVICES ON A
ROTATING BASIS; DIRECTING THE CITY
MANAGER TO PRESENT NEGOTIATED
AGREEMENTS TO THE CITY COMMISSION
FOR APPROVAL.
WHEREAS, a substantial amount of City of Miami
contracted construction projects are scheduled for the
immediate future; and
WHEREAS, the City Public Works Department is
insufficiently staffed to accomplish all land survey work
necessary for said projects; and
WHEREAS, it is necessary for the City to engage
three Land Survey firms to render professional and technical
services on a rotating basis for said projects; and
WHEREAS, funds for said professional and technical
services can be allocated as a project expense from the
individual construction contract funding; and
WHEREAS, in the implementation of the said
projects, the City Manager, through the Competitive
Selection Committee, solicited expressions of interest from
qualified consultants and evaluated the qualifications of
those firms which responded to his inquiry; and
WHEREAS, the most qualified firms for providing
professional Land Survey services for City contracted
construction projects were selected in accordance with the
State of Florida Consultants' Competitive Negotiation Act,
enacted by the Florida Legislature on July 1, 1973 and by
City of Miami Ordinance No. 8965 July 23, 1979; and CITY COMMISSION

REMARKS.____ --
WHEREAS, it is in the best interest of the City of
Miami to negotiate professional services contracts with
three firms for City contracted construction projects as
- soon as possible;
NOW, THEREFORE, BE IT RESOLVEL' LY THE COMMISSION
OF THE CITY OF MIAMI, FLORIDA:
Section 1. The City Commission hereby approves
the selection by the Competitive Selection Committee of the
••_ Following firms as the most qualified to provide
professional Land Survey services for City contracted
construction projects in the rank order listed:
1. Biscayne Engineering Company
2. Schwebke-Shiskin and Associates, Inc.
3. Campanile and Associates
4. M.G.V. Associates, Inc.
5. Post Buckley, Schuh and Jernigan, Inc.
•• Section 2. The City Commission hereby authorizes
the City Manager or his designee to negotiate three
•' professional service agreements on behalf of the City of
Miami with the rank ordered firms listed in Section 1
hereinabove for Land Survey services for City contracted
construction projects, beginning with the first three rank
ordered firms for such professional Land Survey services as
may be required on a rotating basis. In the
event that the City Manager cannot negotiate an agreement
which, in his opinion, is fair, competitive and reasonable,
with any one or more of the first three rank ordered firms,
then he is hereby authorized to terminate such negotiations
and to proceed to negotiate with the remaining firms in the
order listed until fair, competitive and reasonable
agreements have been reached with three firms.
Section 3. The City Manager is directed to
present to the City Commission the negotiated agreements at
the earliest scheduled meeting of the City Commission
immediately following the negotiation of the contracts for
approval by the City Commission prior to execution.

It is recommended that the proposed resolution
be adopted by the City Commission at its meeting
for January 12, 1984 whereby the City Commission
will approve the selection of Biscayne Engineering
Co., Schwebke-Shiskin and Associates, Inc., and
Campanile and Associates to provide land survey
services on a rotating basis in connection with
City Contracted Construction Projects. The costs
of the services to be paid from the project
expenses allocated for each project.
The City is proposing to contract for a substantial amount of
Highway, Sewer and Parks Construction projects. in the immediate
future. The Public Works Department is insufficiently staffed
at this time to accomplish all the survey work required for these
projects. It is necessary, therefore, to engage three private
survey firms to provide their services.
In accordance with City of Miami Ordinance 48965 a Competitive
Selection Committee evaluated the qualifications of those firms
who responded to its inquiry for survey services and selected
five firms for consideration.
The proposed resolution provides for the City Commission to approve
the selection of Biscayne Engineering Co., Schwebke-Shiskin and
Associates, Inc. and Campanile and Associates to perform land
survey services on a rotating basis on City Contracted Construction
Projects with payment to be made from project expenses allocated
from each project.

INVITATION _
TO SUBMIT LETTERS OF INTEREST AND QUALIFI-
CATIONS TO RENDER PROFESSIONAL LAND SURVEYING
SERVICES FOR THE CITY OF MIAMI
The City of Miami requests Letters of Interest and Qualifications ~
from Land Surveying Firms interested in supplying land surveying
services to the City of Miami.
The Public Works Department of the City pf Miami will require the
services of three private survey firms on a rotating basis for
approximately 1 year in order to accomplish the construction of
various projects in the City of Miami. Survey crews must be
qualified and fully equippgd to perform general survey work.
The crews will work at the direction of the supervisor of the
Survey Section of the Public Works Department.
Your letter will be reviewed by a selection committee. Experience
in similar work, qualifications of surveying staff,, minority repre-
sentation, and adequate staffing to accomplish the work will be
weighed in evaluating the firms. Your letter should stipulate the
approximate cost of two, three, and four man parties, the hours
they are available, and the equipment they will have.
After an initial screening, at least five (5) o-f the most qualified
firms will be rated. A list of the rated firms, in rank order, will
_be submitted for approval to the City Commission: The Commission
will authorize the City Manager to enter in to negotiations with
the top three ranked firms., Each firm will be required to execute
a formal agreement with the City of Miami.
Please submit -your letter of interest to Donald W. Cather, Director,
Public Works, 275 N. W. 2 Street, Miami, Florida 33128, no later
than 2:00 p.m. August 31, 1983.
